Information Systems (IS) is a key component of the overall Corporate Services portfolio. This role is part of a team focused on IS strategic spend that covers software applications, software development consulting (professional services), hardware, SCADA systems, network projects, and telecommunications.The Analyst, Information Systems (IS), specializes in and leads a portfolio of "spend sub-categories" related to technology and software applications. The Contract Analyst is the singular Supply Chain expert in these spend categories. This includes monitoring emerging market trends, coordinating procurement strategies, collaborating on internal relationships, managing vendor relationships, and providing expert guidance within TC Energy and Information Systems business unit.What you'll doDemand Planning for software applications and professional services sourcing within each spend sub-category. The role integrates relationships across the IS organization and the operating business units to ensure required procurement planning is informed by appropriate business unit program inputProcurement - The role provides strategic sourcing expertise to issue the required RFx process for services and or materialsIS strategic sourcing and tactical procurement activities that includes software applications, IS hardware and IS professional services, focused primarily on operational enterprise IS indirect spendApplies knowledge of TC Energy supply chain systems (e.g., SAP, Ariba, BI Warehouse) to implement and track procurement projectsTranslates program needs into appropriate solicitation documents, requirements documents, evaluation plans, and other procurement toolsEnsures appropriate procedures are followed for bid evaluation, including coordinating with clients and vendors throughout the tendering processConducts appropriate internal research (via internal subject matter experts, hosted RFx, contract database, data extracts, etc.) and external research (via direct supplier communications, available stats/indexes, subject matter experts, etc.) to inform requirements and recommendationsDetermines recommendations for contract awards, negotiates to achieve contracts, and coordinates briefings and other approvals to delegated decision-makers in TC Energy business unitsEnsures ongoing contract management through supplier performance management and business unit engagementProvides expert advice in supplier contract disputes, minimizing escalationsLeads complex stakeholder consultations and independently represents the IS Business Unit interests at internal meetings and working groups that will affect IS planned initiativesApplies knowledge of stakeholders and program needs to resolve disputes and bring closure to complex procurement issuesAnticipates reactions to potential procurement approaches and works proactively to mitigate concerns among IS Business Unit and operating business units, and the supplier communityInfluences IS Business Unit and operating Business Unit sourcing approaches by exercising a high degree of people skills, and by effectively positioning ideas and contentSupports training/guidance on procurement and category management methodologyMinimum QualificationsA University Degree and/or designation in Business, or a Supply Chain Management programMinimum requirement of 6 years of Supply Chain Management sourcing experience in Information Systems and technology sourcing and contracting experienceA combination of education and experience may be consideredStrong relationship‑building skills with a proven history of collaborating effectively across functions and fostering a One Team environmentPreferred QualificationsExperience with relevant SAP/Ariba/Power BI modulesExcellent written, verbal and presentation skills; able to distill concepts and make them compelling and suitable for Director Level presentationAptitude for technical topics, i.e., when sourcing a technical material or service, candidate is naturally interested in learning technical details of the material/service, experience with terms and conditionsTo remain competitive, support our high-performance culture and allow for more flexibility in the way we work, we offer a hybrid work model and flexible dress code for our eligible office-based workforce in Canada, the U.S. and Mexico. #LI-HybridAbout our businessWe are a leader in North American energy infrastructure, spanning Canada, the U.S. and Mexico.
