POSITION TITLE: Contracts ManagerDEPARTMENT: ContractsLOCATION: OttawaSECURITY CLEARANCE: SecretPOSITION REPORTS TO: PresidentNasittuq Corporation (from the Inuktitut word meaning “looking out from the highest point”) operates and maintains the North Warning System (NWS), a critical joint Canada-US radar network with 47 sites across Northern Canada.OUR CORE VALUES—Safety, Diversity, Integrity, Social Responsibility, Environmental Stewardship, and Agility—guide everything we do.NATURE AND SCOPE:Reporting to the Corporate Services Manager, the Contracts Manager is responsible for the effective day-to-day administration of the North Warning System (NWS) and Ellesmere Island Commercial Support Contracts to ensure compliance with all terms of the Contracts between Nasittuq and the Government. This position promotes awareness of contractual obligations and procedures to all departments and is also responsible for the subcontracting process.MAJOR RESPONSIBILITIES:
  • Oversees the submission of correspondence to the Government regarding contractual clarifications, incomplete SOW statements, contradictory issues, additional work requirements (through the issuance of TAs), Contract/SOW amendments, and action item lists.
  • Ensures timely approval for the above submissions and assist departments with the preparation of documentation to ensure proper standards are met.
  • Updates Contract terms and conditions, schedules, etc., as warranted through approved amendments and monitors contract compliance.
  • Provides Nasittuq staff with a complete and comprehensive understanding of all Contract obligations stated in original RFP, Nasittuq proposals, Contract, SOW and amendments as implemented.
  • Ensures Contract information including Contract/SOW amendments are distributed to appropriate Nasittuq personnel.
  • Assists in preparing RFPs and subcontracts and ensures that the appropriate Nasittuq subcontracting process is followed.
  • Oversees the renewal of insurance coverage required by the Contract.
  • Reviews and updates contractual documents (Nasittuq templates) as requirements change.
  • Formulates new procedures, contracting policies and strategies.
  • Negotiates and maintains lease agreements as required for Nasittuq personnel.
  • The Contracts Manager performs other duties assigned by higher authority which are unplanned or transient in nature.
STATEMENT OF QUALIFICATIONS:EDUCATION: Requires a post-secondary degree or diploma in a related filed (business, law, engineering or science or a technology diploma) or equivalent experience.EXPERIENCE: Have a minimum of ten (10) years’ experience working in contracts management with at least five (5) years as a Contracts Manager. Negotiation experience and experience dealing with high level government individuals, senior management, and employees.KNOWLEDGE OF: Contract Law principles and Government of Canada contracting policies. Negotiation skills and decision-making skills are needed.COMPETENCIES / SKILLS AND ABILITIES: Negotiation, decision-making and dispute resolution skills are necessary along with the ability to assess contractual compliance. Must be competent in MS Office software applications and must be able to analyze and interpret financial data. Solid written and verbal communication skills are required.WORKING CONDITIONS / TRAVEL: Work is normally carried out in a regular office environment.
