Join the Development Approvals and Inspections team as a Strategic Planning Analyst I and play a pivotal role in improving Edmonton’s climate resilience by assisting the landscaping and lot grading inspections units. You will be providing advanced expertise in strategic research, data analysis, and continuous business improvement for critical policies and processes. This is a high-impact role that works on Council-mandated projects and advances unit priorities.We are seeking a dedicated professional ready to act as a subject matter expert, influencing senior-level decision-making by analyzing operational data and interpreting research findings. You will navigate complex and often politically-sensitive issues, facilitating essential engagement with internal teams, developers, industry groups, and community partners.   • Develop and execute research plans using qualitative and quantitative methods to support project outcomes
  • Design and facilitate engagement activities with industry collaborators and engagement participants
  • Analyze engagement results and prepare comprehensive "what we heard" reports for leadership
  • Provide business analyst support by collecting and disseminating data to inform service design and program delivery
  • Draft and maintain standard operating procedures (SOPs), training materials, and key implementation documentation
  • Interpret complex bylaw and policy requirements, providing advice to interested and/or affected parties
  • Lead small to moderate-scale projects focused on process, policy, and bylaw development
  • Develop reporting tools, dashboards, and data queries to assess program performance and data integrity
Qualifications
  • University degree in Urban Planning, Public Administration, Public Policy, Business Administration, Law, or a related field
  • Coursework related to sustainability, landscaping or horticulture
  • Minimum of two (2) years of relevant work experience in planning, development, or landscaping
  • Experience in strategic business planning, policy development, data analysis, and project management
  • Note: Candidates with less than two years of experience may be considered at an opportunity concept level
Assets:
  • Relevant work experience in the public sector
  • Experience with regulatory permitting or licensing processes
  • Proficiency in Google-based scripting and SQL
Skills required for success:
  • Expertise in communicating complex regulatory initiatives to the development and landscaping industry
  • Proficiency in forming defensible recommendations for performance measurement and business process development
  • Skill in establishing priorities and work methods under broad direction
  • Strong collaboration within multidisciplinary teams
  • Precise and clear written communication
  • Advanced proficiency in Google Sheets and business intelligence tools like Google Looker Studio or Tableau
  • Systems thinking and the ability to see how processes integrate across the organization
  • Exceptional time management and the ability to handle conflicting deadlines

Work Environment:
  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
  • This role works primarily in an indoor setting; availability to attend events during evenings and weekends may be required occasionally
