- Perform comprehensive policy and program research to propose waste management initiatives that align with the 25-year Waste Strategy
- Develop performance measures and monitoring systems to ensure our waste services remain efficient and forward-thinking
- Draft business plans and policies by establishing support teams, defining scope, and conducting thorough analysis
- Lead waste strategy projects and sub-projects
- Create and integrate user interface and data management solutions to increase the efficiency of operational sectors
- Monitor project progress and prepare briefing notes, memos, and reports for the leadership team
- Develop standard operating procedures (SOPs) and work procedures, providing training to staff for new program implementations
- Recruit, supervise, and manage the performance of clerk and labour positions
- Establish strong relationships with internal collaborators and interested parties to gather feedback and ensure policy and project buy-in
- University Degree in Business Administration, Public Administration, Environmental Science, Economics, Engineering, Political Science, or a related discipline
- Minimum of 5 years of progressively responsible experience in a combination of two of the following:
- Policy research/development
- Project/program planning
- Strategic business planning
- Business case development
- Experience in Waste Management
- Experience in research and both quantitative and qualitative analysis
- Project Management Professional (PMP) certification
- Leadership and project management experience within a public sector environment
- Knowledge of GIS mapping and routing methodology
- Experience in project control, budget management, and public engagement
- Strong experience in customer service and collaborator engagement
- Strong analytical and creative problem-solving skills with the ability to navigate complex, unprecedented challenges
- Experience developing policy and performance measures, key performance indicators (KPI) and measurement tools
- Excellent written and verbal communication skills, including facilitation and report writing
- Well-developed planning, time management, and priority-setting skills to meet tight deadlines
- Technical acumen with proficiency in MS Office and Google applications
- Ability to work effectively both independently and within diverse team settings
- Knowledge of change management frameworks and tools

- Note: This position ​may be eligible for a hybrid work arrangement ​with ​the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
- The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance
