Unleash your talent and redefine what’s possible.Job Description:Parsons is looking for an amazingly talented Lockout - Tagout (LOTO) Coordinator to join our team! This person is responsible for the safe management, control, and documentation of hazardous energy sources across the Edmonton Valley Line West project. This role ensures all electrical and mechanical energy isolations are properly executed, verified, and maintained in compliance with project, regulatory, and safety standards. The coordinator plays a critical role in protecting personnel, infrastructure, and operations by enforcing strict LOTO procedures and supporting coordination between construction and operations teamsWhat You'll Be Doing:
  • Perform electrical isolations on DC catenary systems, including breakers and isolators, as well as associated AC systems.
  • Conduct “test for dead” verification on both AC and DC systems prior to authorizing work.
  • Install and verify grounding chains or short-circuiting devices on both sides of designated work fronts.
  • Implement railway barricading under live catenary systems to prevent unintended bridging of isolations and re-energization risks.
  • Maintain full control of hazardous energy sources in accordance with approved LOTO procedures and standards.
  • Prepare, issue, and clearly explain isolation documentation, including Guarantees of Isolation (GOI) and standard LOTO procedures.
  • Follow the Permit to Work process.
  • Provide and manage lockboxes for worker group lockout and ensure proper usage.
  • Maintain accurate and traceable records of all isolations, permits, and system statuses.
  • Execute safe restoration of energy systems upon completion of work, as authorized by system/equipment owners.
  • Proactively intervene when unsafe work practices or at-risk conditions are observed.
  • Ensure all activities comply with project agreements, safety standards, and applicable legislation, including OH&S and CSA Z462/460 requirements.
  • Support implementation of project-specific plans, including Environmental, Health & Safety, and Quality Management plans.
  • Participate in and contribute to site safety meetings, promoting a strong safety culture and leading by example.
  • Coordinate with multiple project segments to align isolation schedules and minimize operational conflicts.
  • Liaise with construction crews, operations teams, and stakeholders to ensure clear understanding of isolation boundaries and conditions.
  • Provide clear, professional communication when explaining isolation requirements to internal and external stakeholders. Support client relations by demonstrating professionalism, technical competence, and responsiveness. Direct external inquiries appropriately (e.g., to designated project communication teams such as Marigold Information Team).
  • Monitor compliance with Inspection and Test Plans (ITPs) and conduct associated inspections.
  • Ensure adherence to quality standards, procedures, and audit requirements. Identify opportunities for process improvements to enhance efficiency, safety, and operational effectiveness.
  • Assist in preparation of turnover documentation for project milestones and client handover. Interpret engineering drawings, specifications, single-line diagrams, and P&IDs across multiple disciplines.
  • Assist in the preparation and execution of work plans and work packages. Coordinate material and equipment requirements, including requesting consumables through appropriate channels.
  • Ensure work activities are executed in accordance with Temporary and Permanent Operations Plans and sequencing.
  • Collaborate with Environmental Monitors to ensure compliance with environmental requirements.
  • Address and resolve corrective actions while promoting environmental responsibility and community respect.
What Required Skills You'll Bring:Bachelor's Degree in engineering or construction-related field, or equivalent construction-related work experience, as well as 3+ years of experience in field construction is required.3+ years of proven experience in a similar LOTO, electrical isolation, or rail/transit infrastructure role.Demonstrated experience with electrical isolations, preferably within LRT, rail, or large-scale infrastructure projects.Recognized Journeyman trade certification valid in Alberta.ESTS certification or willingness to obtain certification promptly.Proficiency with Microsoft Office applications, including Excel.Strong knowledge of construction safety standards, including Occupational Health & Safety regulations and CSA Z462/460Valid Class 5 driver’s license; clean driving abstract preferredAbility to negotiate the terrain of an in-process construction site, including climbing stairs and ladders, steep/ slippery terrain, walking, and working outdoors in all types of Edmonton weather and conditionsThis position is part of our Critical Infrastructure team.For more than 80 years, our experts have designed and delivered the critical infrastructure that connects and protects communities around the world.
