The Senior Project Manager provides expert project management leadership and advisory services in support of the Chief of Air & Space Force Development (CASFD) within the Royal Canadian Air Force (RCAF). The incumbent is responsible for planning, directing, and controlling project activities across strategic air and space-related programs, ensuring deliverables are met on time, within scope, and within budget. The role requires demonstrated experience advising Director-level and above leadership, managing multi-disciplinary project teams, and developing comprehensive project documentation within a defence or security environment.Core Competencies:

  • Knowledge of RCAF / Canadian Armed Forces organizational structure and governance
  • Discretion and sound judgment in handling sensitive and classified information
Security Clearance:
The successful candidate must hold, or have the ability to obtain, a Government of Canada Top Secret SIGINT security clearance. This clearance must be maintained for the full duration of the contract and will be confirmed through the relevant security authority prior to contract award.Language Requirements:
All resources must be fully fluent in English, both written and oral. Bilingualism (English/French) is considered an asset but is not mandatory.Experience Requirements:
Senior Management Advisory & Project Team Leadership — Air & Space ProgramsMinimum five (5) years of experience within the last ten (10) years advising senior management at the Director level or higher and managing Project Team personnel on strategic air and space-related programs.
Project Documentation — Defence/Security ProgramsMinimum five (5) years of experience developing or implementing technical or managerial project-related documentation for defence or security policies, programs, and procedures.Key ResponsibilitiesProject Planning & Coordination
  • Plan and coordinate project management activities including financial, planning, and contracting aspects.
  • Plan and organize a project management office in support of CASFD objectives.
  • Plan and coordinate the activities of project personnel, internal customers, contractors, and other support providers.
  • Produce draft plans and sections for incorporation into the Project Implementation Plan.
  • Prepare formal work breakdown structures and compliance charts.
  • Prepare draft evaluation plans, criteria, and evaluation schedules.
  • Formulate and manage project plans by defining deliverables, identifying key milestones, reviewing project progress, and engaging in ongoing risk management.
Team Leadership & Direction
  • Plan, direct, and control the activities of a project team within scheduled time and cost parameters.
  • Coordinate and direct CASFD project team(s) in order to meet project objectives for content, quality, costs, and schedules.
  • Define and document development team objectives.
  • Determine and obtain budgetary requirements, composition, roles, responsibilities, and terms of reference for the team.
  • Recognize and take action on opportunities to combine professional resources through partnering arrangements (e.g., multi-disciplinary practices).
Monitoring, Reporting & Control
  • Monitor the design, implementation, and operations startup of the project against established goals, objectives, and milestones.
  • Report progress of the project on an ongoing basis and at scheduled points in the life cycle.
  • Ensure management staff is provided with timely and accurate project information and status updates.
  • Develop project control and reporting procedures and manage changes in operational plans.
  • Coordinate and prepare documentation in response to scheduled and unscheduled reports, returns, and observations to update management on project progress.
  • Provide briefings on project progress and concerns to senior management.
  • Conduct post-project reviews and lessons learned exercises.
Analysis, Documentation & Stakeholder Engagement
  • Develop, plan, analyze, evaluate, and prioritize deliverables and requirements.
  • Meet with stakeholders and other project managers to identify and articulate problems in a form capable of being solved.
  • Prepare plans, charts, tables, and diagrams to assist in analyzing or displaying problems.
  • Work with a variety of project management tools to support planning and delivery.
  • Coordinates, drafts, and prepares for signature formal project documents and reports.
Other Information
  • Work location will be a DND premises within the National Capital Region (NCR). Telework arrangements, if any, are subject to DND policies and operational requirements.
  • This is a Fixed-Term, Full-Time position.
  • Occasional domestic travel may be required in support of CASFD project activities
