The Manager leads efforts to identify and attract high-impact emission reduction projects that help accelerate the transition to a more sustainable and resilient future while addressing other critical community needs. The incumbent serves as a principal advisor and facilitator, strengthening FCM’s reputation by professionally representing the organization through interactions with high profile stakeholders. The Manager further supports FCM Programs’ strategic planning and program development by providing insight into municipal needs, priorities, and market trends.This role includes the management of outreach staff and oversight of project leads, opportunities, and pre-applications.As an active member of the FCM Programs team, the Manager will support FCM's overall role as a national leading municipal association and will promote the adoption of sustainable technologies.Key Responsibilities
- Provides leadership and coaching to the team to ensure client needs are accurately assessed and application requirements, funding offers, and knowledge resources are clearly communicated to support strong project development and funding readiness.
- Develops outreach strategies to meet established targets and program priorities, assign resources to priorities, set objectives, establishes performance standards, and empowers team members in meeting organizational priorities.
- Reviews and updates standard operating procedure development for senior management approval.
- Analyzes potential partner relationships and maintains a network of contacts with Municipal elected officials, Municipal administrations, the private sector, professional associations, and non-governmental organizations (NGOs) working in the Municipal sector.
- Analyzes event opportunities across Canada to recommend those most likely to generate high‑impact project leads and support funding uptake, applying a cost‑benefit and risk‑aware approach to ensure responsible stewardship of organizational resources.
- Collaborates with other Outreach Managers to lead the development and continuous improvement of outreach‑related processes and systems, including the establishment and regular updating of standard operating procedures and internal tools
- Ensures timely, accurate and consistent management of the prospect pipeline in the Customer Relationship Management (CRM) system to provide reliable information on pipeline health to support internal planning, coordination, and decision-making.
- Collaborates with other CFS managers to ensure a consistent, high‑quality client experience across all stages of the funding journey, aligning approaches, service standards, and practices to support seamless service delivery.
- Participates in research by GMF such as client surveys and GMF funding criteria reviews to ensure a clear understanding of needs and constraints of clients and to balance customer needs with the requirements of the GMF Funding Agreement
- Reviews and assesses GMF-relevant resources and maintains knowledge of current sustainability best practices in the municipal sector.
- Contributes to the development and management of annual business and strategic plans including the GMF Annual Statement of Plans and Objectives and the Strategic Plan.
- Responsible for conduct aligned to FCM’s core competencies and business values
- University degree in Environmental Sciences or Studies, Business Administration, Planning or a related discipline
- Minimum of 3-5 years of progressive professional experience with direct client communications or community engagement in environmental issues, including at least 2 years in a staff management role.
- The ability to lead, mentor and coach a highly collaborative, dynamic team in an outcomes-focused, client service environment.
- Excellent client service orientation, strong interpersonal, negotiation, and conflict resolution skills.
- Strong verbal and written communication.
- Experience developing and implementing outreach strategies and processes[CG6]
- Experience building networks and partnerships
- Strong political acumen and experience working with Municipal governments would be considered an asset
- The ability to work in both official languages (English and French) is required.

- While you do need to live in Canada for this role, you can primarily work from home. Travel may be required to Head Office in Ottawa periodically. The majority of the GMF team operates from the National Capital Region.
- We do like to visit the areas we are impacting and it allows us to see unique and wonderful parts of our country. You may find yourself traveling nationally no more than 10% of the time.
