- Supervises, plans, organizes, assigns work to, and performs duties of, staff engaged in the residential plan review program. This includes performing plan reviews to ensure compliance with the requirements of National Building Code, National Energy Code for Buildings, the Saskatoon Building Bylaw, The Construction Codes Act and Regulations and advising owners, designers, and contractors of any drawing deficiencies.
- Acts as the main point of contact for internal and external customer inquiries related to technical building permit requirements for the residential plan review program. Investigates and resolves complaints or refers such matters to the appropriate contact and ensures inquiries are resolved within appropriate timelines.
- Supervises and assists staff in resolving technical permitting requirements related to the residential plan review program which may involve departmental coordination to resolve.
- Interviews, and assists with the selection of staff, and completes performance appraisals.
- Provides training for direct reports and permit system users.
- Monitors the performance and productivity of the residential plan review Section, and makes recommendations, as required, for staffing adjustments, and overtime needed to meet established service levels.
- Assists with the development and implementation of changes to residential plan review program, procedures, pamphlets and code interpretations for use by staff and the public.
- Discusses details of proposed building construction, alterations and repairs with contractors, property owners and other interested parties.
- Assists with the evaluation of new products and construction methods as Alternate Solutions under the National Building Code and National Energy Code.
- Prepares correspondence and reports, concerning incomplete stale-dated permit applications, and recommends action to be taken.
- Performs other related duties as assigned.
- Grade 12 education.
- Graduation from a two-year, post-secondary architectural, mechanical, civil or other related engineering technology program, plus five years' subsequent related building construction experience, two years of which have been in a supervisory capacity and two years as a Building Inspector
- Thorough knowledge of Part 8 and 9 of the National Building Code, City Council Policies related to the ground orientated plan review program, the Private Swimming Pools Bylaw, the Zoning Bylaw and The Construction Codes Act and Regulations.
- Considerable knowledge of Part 3 of the National Building Code, and National Energy Code for Buildings.
- Demonstrated ability to plan, coordinate and supervise the work of assigned staff including the preparation and delivery of performance appraisals, effectively implementing change, and supporting staff in working together collaboratively.
- Demonstrated ability to apply knowledge of construction practices and the National Building Code to the interpretation of plans for approval.
- Demonstrated ability to communicate effectively, orally and in writing to various individuals and groups, including owners, contractors, and designers.
- Demonstrated ability to work with minimal supervision and maintain a high level of confidentiality.
- Demonstrated ability to lead and support staff in resolving complex issues with internal and external customers while meeting or exceeding service standards when interacting with customers.
- Ability to interpret, and to make decisions in accordance with, established policies and procedures.
- Ability to understand and navigate construction drawings and utilize drafting, permit processing, and Enterprise Resource Planning (ERP) workflow management and drafting software.
- Ability to maintain current knowledge of technical advancements and changes in the construction industry.
