Wherever possible, we use these differences to drive competitive business advantage, personal growth and, ultimately, create business success.Job Summary The HSE Coordinator, Contractor Management & Learning will be responsible for supporting the Canadian operations through the effective implementation and coordination of the Contractor HSE Management and Learning Organization Programs.Accountable for development and delivery of the wholistic HSE Contractor Management Program for Canada critical for contractor HSE assurance and performance. You will actively engage with ConocoPhillips Contract Stakeholders and Suppliers to promote HSE Management System compliance and drive continuous HSE performance improvement.You will report directly to the Director, HSE Management Systems, and work closely with all Canada BU functions, partners, and contractor organizations to support the successful accomplishment of the Canada business objectives and drive compliance with Contractor Management and overall HSE requirements.Position OverviewJob Roles & Responsibilities:Contractor ManagementAccountable for the development, implementation and continuous improvement of the Contractor HSE Management Program in Canada.Manage the contractor auditing program by planning, executing, and reviewing contractor audits with leadership.Oversight and management of ISNetworld including RAVs 360 assessments.Partner with supply chain specialists, contract sponsors/owners and contractor company representatives to understand and implement the requirements detailed in the Canadian Contractor HSE Management Standard.Review Contractor HSE pre-qualifications and perform evaluations in-line with Supply Chain’s contract schedule and Contractor HSE Management requirements including numerous phases of pre and post contract award: Contract Risk Ranking, Operational Control Assessment, Pre-Qualification Questionnaire and Review, HSE Variance Management, HSE Bridging, Execution Plan review, Pre-mobilization assessment, Training and Kick-off meetings.Support the planning and facilitation of contractor HSE engagement and alignment activities including contractor HSE forums, HSE Performance Reviews etc.Support Turnaround Contractor readiness leading up to maintenance outages.Delivery of Contractor Management 101 training to field HSE Organization and Supply Chain to ensure roles and responsibilities are understood, support Contract Owner Training delivered by Supply Chain.Provide consultation and technical support to field Safety Specialists to support the Canadian Contractor HSE Management program implementation.Emergency ResponseActs as an Emergency Operations Center (EOC) Advisor to support the EOC Director during drills and actual incidents, provides back-up to CM&ER Coordinator during absences.Expected to sit as a member of Global Incident Management Assist Team (GIMAT) and actively participate in the Canada CM&ER Program.Learning OrganizationLead HSE Learning Organization coordination for the Canada Business Unit.Develop and implement effective strategies and processes to communicate and institutionalize lessons learned across the organization (Safety Leadership Training program, HSE Orientation, Onboarding, Opportunity to Learn bulletins and Preliminary Event Notifications).Facilitate/co-facilitate Learning Team sessions and Learning Team Facilitator Training.Owns the Safety Leadership Canada (SLC) program, works with training representatives on delivery and continuous improvement.HSE Management System and CommunicationsWorks with communications to develop HSE Communications plan including quarterly safety massages, campaigns and coordination of HSE recognition programs.Maintains a working knowledge of the HSE Management System and participates in the review, development, and implementation of the HSE Management System.Participates in peer-to-peer industry committees (e.g. ESC Oil Sands Safety Committee) with a focus on Contractor Management and Human Performance.Basic/Required Qualifications:Must be legally authorized to work in Canada as a Canadian citizen or permanent resident7+ years of upstream energy industry experience7+ years of experience with HSE and Operations Management Systems, including document reviews and auditing1+ years of experience with engaging, monitoring and influencing contractor organizations to improve HSE performanceHolds or is working toward obtaining Canadian Registered Safety Technician (CRST) designationWilling and able to travel 20% on a yearly basisExcellent written and verbal communication skills, proficient in MS Office SuiteAbility to present engaging and informative presentations to internal teams and external stakeholdersPreferred Qualifications/Skills:Bachelor’s degree or higher in Safety, Environmental Sciences, related field or equivalent10+ years of upstream energy industry experienceCertified Safety Professional designation (CSP or CRSP)Ability to network and gain cooperation from members of other workgroupsAbility to plan, organize and conduct multiple concurrent projects and activities.Demonstrated ability to communicate effectively with all levels of the organizationListens actively and invites dialogue for shared understanding, then influences and acts to drive performance and achieve resultsBuilds strong relationships based on trust and seeks collaboration across organizational boundaries to achieve goalsThinks strategically to drive
