You will champion innovation, embed continuous improvement, and align services with the community’s evolving needs.You’ll work collaboratively across the organization and with key stakeholders to oversee services related to construction and maintenance of all infrastructure and operations assets, and the management of land assets in the city of Thunder Bay. You will also provide oversight to Thunder Bay Fire Rescue.Whether you live in Thunder Bay, you’re looking to return, or excited to make the City your new home, join a team where your skills, expertise, and presence is recognized, and make a real impact to our community.How You’ll Support the TeamIn this leadership role, you will lead and direct the overall strategic management, direction and operation of the Infrastructure & Operations department. Key responsibilities will include:
  • As a member of the Executive Leadership Team (ELT) provide input into the development and ongoing review of the Corporate Strategic Plan as it relates to the Department.
  • Develop, plan, implement, and monitor short- and long-range Departmental objectives consistent with the Corporate Strategic Plan, ensure the highest level of service possible within budget to Thunder Bay residents as per approved service levels.
  • Designated as the Executive Lead under Reg. 588/17: Asset Management Planning for Municipal Infrastructure and oversee the development and execution of the Corporate Asset Management Program.
  • Designated as the Owner Representative for the City of Thunder Bay Drinking Water Quality Management System under the Safe Drinking Water Act.
  • Designated as the Shareholder Representative on the Synergy North Corporation Board and Synergy North Electricity Distribution Inc. Board.
  • Participate as a member of the Information, Digital and Technology Governance (IDTG) committee to provide a consistent and integrated approach to technology decision-making responsibility within the Corporation.
  • Establish recommended standards for service delivery that are consistent with changing community needs and the overall Corporate Strategic Plan.
  • Liaise with and respond to inquiries from internal divisions/departments, other municipalities and levels of government/agencies, community and user groups, and the general public; maintain appropriate media relations on issues of community and Corporate concern.
  • Attend Committee of the Whole and City Council meetings and provide oversight and direction related to all departmental Corporate reports and presentations to City Council.

What You’ll Bring to the TeamHere’s what will help you succeed as the Commissioner Infrastructure & Operations:
  • University degree in business or public administration, commerce or a related discipline, postgraduate degree preferred
  • Minimum of 10 years of senior management-level experience in an administrative capacity, directly related to the major responsibilities, in a large, unionized and highly diversified public or private sector organization
  • Experience in business management, planning, budgets and finance
  • Experience in the various components of human resource management
  • Knowledge of applicable legislation and related regulations
