As the University advances its Academic and Strategic Plan, we are strengthening governance, accountability, and information stewardship across the institution.The OpportunityOCAD University is seeking a Privacy Manager to serve as the University’s lead authority on access to information, privacy protection, and records governance.Reporting to the Vice-President, Finance and Administration, the Privacy Manager acts as OCAD University’s subject matter expert on matters related to access to information, protection of privacy, and records management. Responsibilities include proper application of access and privacy legislation, processing access to information requests, promoting proper records retention and good record-keeping practices, completing privacy and security impact assessments, investigating privacy breaches and privacy complaints, and promoting a culture of privacy protection and good information governance at the University.This is an ideal opportunity for an experienced privacy professional who enjoys navigating complex legislation, exercising sound judgment, and influencing institutional practice in a public-sector environment.What You’ll Do
Lead Privacy & Access to Information (Primary Focus)
  • Act as OCAD U’s subject matter expert on privacy and access legislation, including FIPPA and PHIPA
  • Manage and respond to access to information requests from internal and external requestors
  • Interpret legislation and apply exemptions and exclusions, drawing on case law and IPC orders
  • Lead investigations into privacy complaints and breaches, including response coordination and reporting
  • Represent the University in matters involving the Information and Privacy Commissioner of Ontario (IPC)
  • Conduct Privacy Impact Assessments and advise on privacy and security considerations
  • Partner closely with Information Technology on cybersecurity incidents and system reviews involving personal information
  • Prepare mandatory reports and provide risk-based advice to senior leadership and the Board
  • Develop and deliver training to promote privacy awareness and compliance across the University
Advance Records Management & Information Governance
  • Lead the University’s records management framework, policies, and procedures
  • Advise departments on retention schedules, file plans, and records best practices
  • Support the implementation of records management practices across academic and administrative units
  • Monitor compliance and conduct audits of records management activities
  • Promote awareness of records management and information governance through education and engagement
  • Stay current with legislative and regulatory developments affecting records retention and information governance
What You Bring
  • Undergraduate degree required; a graduate degree and/or relevant certification (e.g., CIPP/C, CRM, MLIS) is an asset
  • Minimum of six (6) years of progressive experience in privacy and records management, preferably in a public-sector environment
  • Strong working knowledge of FIPPA, PHIPA, and related legislation; familiarity with broader privacy frameworks is an asset
  • Experience interpreting legislation, regulations, and case law
  • Demonstrated ability to manage highly sensitive and confidential information with discretion
  • Strong analytical, organizational, and project management skills
  • Excellent communication skills, with the ability to explain complex matters in plain language
  • Experience collaborating with IT and advising on privacy, security, and risk
  • A service-oriented mindset and the ability to work independently while engaging multiple stakeholders
