Lead Privacy & Access to Information (Primary Focus)
- Act as OCAD U’s subject matter expert on privacy and access legislation, including FIPPA and PHIPA
- Manage and respond to access to information requests from internal and external requestors
- Interpret legislation and apply exemptions and exclusions, drawing on case law and IPC orders
- Lead investigations into privacy complaints and breaches, including response coordination and reporting
- Represent the University in matters involving the Information and Privacy Commissioner of Ontario (IPC)
- Conduct Privacy Impact Assessments and advise on privacy and security considerations
- Partner closely with Information Technology on cybersecurity incidents and system reviews involving personal information
- Prepare mandatory reports and provide risk-based advice to senior leadership and the Board
- Develop and deliver training to promote privacy awareness and compliance across the University
- Lead the University’s records management framework, policies, and procedures
- Advise departments on retention schedules, file plans, and records best practices
- Support the implementation of records management practices across academic and administrative units
- Monitor compliance and conduct audits of records management activities
- Promote awareness of records management and information governance through education and engagement
- Stay current with legislative and regulatory developments affecting records retention and information governance
- Undergraduate degree required; a graduate degree and/or relevant certification (e.g., CIPP/C, CRM, MLIS) is an asset
- Minimum of six (6) years of progressive experience in privacy and records management, preferably in a public-sector environment
- Strong working knowledge of FIPPA, PHIPA, and related legislation; familiarity with broader privacy frameworks is an asset
- Experience interpreting legislation, regulations, and case law
- Demonstrated ability to manage highly sensitive and confidential information with discretion
- Strong analytical, organizational, and project management skills
- Excellent communication skills, with the ability to explain complex matters in plain language
- Experience collaborating with IT and advising on privacy, security, and risk
