- Review Comprehensive questionnaire prepared by Intermediate Business Process Consultant. Ensuring that the questionnaire will be designed to capture a complete understanding of how L1 identifies, plans, and prioritizes its human, financial, and materiel resource requirements, and meets the requirements of the operational environment
- Conduct up to 25 structured interviews with leadership and business planners to gather insights into current business planning practices, processes, capacity, and challenges across the organization. Taking appropriate notes and providing input to support analysis
- Review detailed written assessment report to ensure accuracy of recommendations and findings and alignment with the operating environment
- Provide advisory services to leadership and business planners as they modify and improve existing business planning processes to align with Integrated Business Planning standards and industry best practices
- Provide advisory services to leadership in support of emerging requirements within the portfolio
- Bilingual (English and French), with the ability to communicate clearly in both written and oral formats
- Post-secondary education (degree, diploma, or higher qualification from a recognized institution)
- Valid Reliability security clearance (or eligibility to obtain prior to contract award)
- Experience within the last ten (10) years advising organizations on business planning, resource planning, and/or integrated planning at a divisional or enterprise level
- Experience within the last eight (8) years developing and maintaining resource forecasts for multiple projects or programs, including identification of human, financial, and/or workload requirements and use of planning tools, models, or frameworks
- Experience within the last eight (8) years as a subject matter expert in business planning, including mapping strategic requirements to operational work execution across multiple projects or programs
- Experience within the last eight (8) years leading stakeholder interviews to elicit, analyze, and document business, process, and system requirements
- Experience supporting Integrated Business Planning (IBP) initiatives
- Experience working within large public sector or government environments
- Experience in defence, security, or highly regulated organizations
- Experience managing or advising on large-scale budgets or resource planning initiatives

- Level of Effort: 25 days (between award and July 31, 2026)
- Location: National Capital Region (Ottawa)
- Work arrangement: Hybrid, as required
- Reliability clearance required
