- Update and Standardize Planning activities for all future Docking Work Periods (DWP).
- Act as main point of contact between Thales and MEPM NC for all DWP related activities.
- Responsible for the overall planning of all DWP’s and Post Delivery Work Periods (PDWP) under the AJISS Program, including:
- Organizing and coordinating all planning meetings required between all stakeholders (NC, Thales, Fleet Technical Authority (FTA), Fleet Engineering Readiness (FER), American Bureau of Shipping (ABS) and Ships Staff (SS));
- Organizing and coordinating progress review meetings for the planning phases of PDWP’s and DWP’s, including coordination of required tasks through Thales Engineering, ILS, Procurement and Service Delivery;
- Liaise with all stakeholders (Thales Engineering, Service Delivery, Life Cycle Maintenance Managers (LCMM’s), Technical Authorities (TA’s), SS) for the planning of PDWP’s and DWP’s;
- Liaise with Thales Engineering, Service Delivery, MEPM NC, SS, FTA to ensure that all Corrective Maintenance is captured in the appropriate PDWP/DWP window;
- Compiling Request for Proposals (RFP’s) and associated documentation, liaising with Thales Engineering for generation of Docking Specs;
- Coordinating with MEPM NC for the review and approval of each DWP RFP package; and
- Responsible for tracking and reporting progress of DWP Planning activities as required;
- Ensure that the DWP RFP package is submitted to qualified shipyards as per the recommended DWP Planning timelines.
- Organize and coordinate the bidders conference for all potential bidders on the vessel entering the DWP.
- Review and coordinate responses to questions received from potential bidders during the bidding phase.
- Assist Procurement with the review and selection of each DWP package.
- Compile an Unsolicited Proposal for each DWP and submit for review.
- Coordinate with MEPM NC and the Thales NEM Liaison to ensure that the Fleet Schedule is reflective of the required PDWP/DWP timeframes.
- Responsible for supporting the on-site Thales personnel (Ship Maintenance Leads (SML’s), Maintenance Coordinators (MC’s) Engineering and Test and Trials) and overseeing the execution of the work being conducted by the selected DWP shipyard.
- Overseeing the review of all arising’s submitted by the shipyard to determine if the work is in scope, necessary and achievable within the allocated budget and timeline. Assessment to be communicated to MEPM NC for approval prior to implementation.
- Responsible for attending the bi-weekly Progress Review Meetings held by the shipyard during the DWP phase of the Work Period.
- Liaising with ABS to ensure that all Class Implications are being addressed.
- Assisting the Thales SML with the compilation of the PDWP/DWP Closeout Reports.
- Capture and identify any Lessons Learned.
- Organize stakeholder meetings to ensure Lessons Learned are properly recorded and actioned to ensure continuous improvement to the planning, execution and closeout of future PDWP’s and DWP’s.
- People Management
- Provide technical oversight and direction to the DWP team in accordance with the organization’s policies and procedures.
- Day-to-day training, coaching and mentorship of current Service Delivery personnel with all aspects of planning, execution and closeout of subsequent PDWP’s and DWP’s.
- Lead employees to meet the organization's expectations for productivity, quality, continuous improvement, and goal accomplishment.
- Foster a spirit of teamwork and unity among Service Delivery members that allows for cohesiveness, support, and working effectively together enabling each employee and the department to succeed.
- Establish and foster a culture in line with the Project Enterprise Charters.
- Interact and work with management/employees to promote teamwork, by effectively communicating with all levels of staff via staff meetings, written communications and one-on-one communication.
- Health, Safety & Environment
- Comply with and ensure compliance of others to all relevant HS&E legislative requirements, policies, procedures and framework with the intent of preventing or minimizing accidental exposures to self, colleagues, visitors and/or the environment.
- Promote Thales’s Health, Safety and Environmental programs by demonstrating HS&E Leadership in a professional and supportive manner.
- Other duties as assigned from time to time.
- Possess an Engineering Degree or 3-year technical diploma in a marine technical field from a recognized university or college program or certified as a technologist by a recognized provincial, state or federal (national) licensing body in a relevant field or has a former member of the Canadian Armed Forces (CAF) Head of Department qualification as a Marine System Engineer (MS ENG HOD) or Naval Combat System (NCS ENG HOD); and have a minimum of 10 years of experience in the last 15 years in the management of vessel maintenance or engineering; or
- Possess a minimum of 10 years of experience in the management of vessel maintenance or engineering in the last 15 years; and
- Demonstrated experience managing at least three (3) vessel refits or docking work periods of at least $10,000,000 CAD within the last 10 years.
- Experience working within a defense environment is desirable.
- Experience in the supervision of teams undertaking maintenance activities.
- Strong computer literacy, with proven experience with Microsoft products especially Word, Excel and PowerPoint essential.
- Experience interfacing between various internal/external stakeholders.
- Strong organizational skills and ability to balance multiple priorities.
- Tertiary education in an Engineering or Business/Project Management related field is preferred.
- Experience within procurement, finance, project management or warehouse environments desirable.
- Accreditation as a Certified Practicing Project Manager or equivalent is advantageous.
- Predominantly office based, but will also be required to work onboard Naval Vessels, or remotely (including from home).
- Will be required to undertake inspections, including confined space entry, on Naval ships involving bending and twisting. Tasks may also require working at heights.
- Must meet all federal government requirements to access Canadian government facilities, including Naval Dockyards
- 40 Hours per week during Core Business Hours Monday-Friday.
- Office or onboard Naval ships alongside in harbor, or at sea, therefore must meet all federal government requirements to access Canadian government facilities, including naval dockyards
- Occasional domestic or international travel will be required, which will include access to government facilities and assets, including naval vessels
- Customer Location Based or Site Visits: Required to visit shipyards and Naval Dockyards during Work Periods.
