- Steward and oversee the successful implementation of the Building LIFE program.
- Build working relationships with Business Unit (BU) leadership and provide direction for implementing cultural changes in BU Health, Safety and Environment (HSE).
- Execute HSE policies and procedures and enforce compliance with BU and company requirements.
- Identify, eliminate, and control hazardous conditions that may lead to injury and/or property damage using safety standards, best management practices, and HSE policies and programs.
- Influence and motivate project site teams and drive cultural changes and continuous improvements through development and execution of comprehensive HSE program.
- Collaborate with Operations Director to develop BU goals and implement proactive programs to reduce incidents, injuries, near misses, and claims costs.
- Develop and execute Annual EH&S Plan and related goals aligned with Corporate HSE requirements. Drive goal progress, analyze and track results, identify opportunities, and collaborate with Operations Director to implement measures for continuous improvement.
- Conduct audits using Corporate HSE approved systems and analyze trends, metrics, reports, and incident data; report progress to Corporate HSE and BU leadership and develop required program improvements.
- Build working relationships with Occupational Health and Safety and other regulatory agencies to promote Clark Builders’ safety program and manage regulatory exposures and citations to zero.
- Maintain training and education to remain current on laws impacting areas of responsibility for compliance with industry requirements and Federal, Provincial, and Municipal regulations, and disseminate information to relevant stakeholders.
- Mentor and coach HSE professionals and create inclusive environment to facilitate learning and communication.
- In collaboration with Operations and Human Resources, participate in project HSE recruiting, onboarding, development, career progression, and succession for sustained staffing pipeline that meets forecasted requirements and results in retention:
- Evaluate qualifications and capabilities of employees leading safety efforts and determine developmental activities to increase employees’ safety, leadership, and business acumen.
- Mentor, coach, and develop employees and follow progress throughout project assignments.
- Represent Clark Builders as an industry leader, participate in local and regional industry related professional organizations.
- Collaborate with Operations Director and Corporate HSE to manage BU HSE departmental budget.
- Review and provide feedback to Operations Director on business and subcontract agreements related to HSE.
- Evaluate contractors through Subcontractor Prequalification process and make recommendations to assist BU in risk mitigation.
- Demonstrate safety leadership by actively participating in formal inspections, audits, assessments and observations on project sites as per leading indicator requirements.
- Ensure all HSE incidents are managed in accordance with the Clark Builders standard. This includes timely notification of incidents to key stakeholders, thorough investigations, lessons learned development and corrective action management.
- Ensure the development and maintenance of Construction Hazard Assessments, Site Specific Safety Plans, Emergency Response Plans and Environmental Management Plans.
- Provide support and information to Business Development for bid and prequalification processes.
- Assist in pre-contract, tender assessment, and contract administration for projects in relation to HSE requirements and expectations.
- Assist with claims management programs, modified work cases and return to work plans and provide support to the WCB Coordinator as required.

- Bachelor’s degree in OH&S, Engineering, or related field of study, and minimum of 10 years of related construction safety experience, or equivalent combination of education, training, and experience.
- OH&S Certificate and/or CRSP designation an asset.
- NCSO designation at a minimum.
- Expert knowledge Federal, Provincial, and Municipal OHS regulations.
- Working knowledge and consistent application of safety and environmental principles and techniques.
- Experience in incident management and response, ability to assess construction processes to identify known and potential safety related exposures and lead implementation of corrective actions.
- Cross-functional knowledge of general construction operations.
- Management experience with ability to delegate and direct work of others.
