Working under the guidance of the Supervisor in the Property Transactions team, a Property Sales & Marketing Officer II is responsible for property negotiations involving acquisition, sale and leasing of real property relating to the City's immediate and long-term real estate requirements, and the support of City Council priorities and initiatives.With a focus on the to Safe, Helpful, Accountable, Integrated and Excellent, you will:
  • Conduct oral and written negotiations in a cooperative manner for the price, terms and conditions of sale with a broad range of parties ranging from C.E.O.'s and their senior solicitors, architects and engineers to unsophisticated first time buyers. Required negotiations are occasionally high profile, sensitive, and/or highly confidential and are carried out with the objective of optimizing the City's income
  • Prepare and review complex legal documents in partnership with the City's Law Branch These agreements include acquisitions, options, leases, buy back options, extensions and amendments, encroachments, easements, access and crossing agreements, restrictive covenants, mortgages and agreements for sale, land exchanges, specific performance agreements, quit claims, assignments, sale of leasehold interest, commission agreements, etc.
  • Ensure projects and agreements are completed and conditions satisfied in a timely, orderly, fully documented method
  • Ensure all terms and conditions of legal contracts are adhered to and prepare associated land transfer documentation, trust letters, amendments, extensions, commission agreements, trust letters, cash receipts and all internal reports and documentation relating to the transaction
  • Analyze, evaluate, and respond to offers to purchase using sound financial analysis and good business acumen. Design, develop, recommend and implement enhancements to existing procedures and working methods
  • Inform Commercial Real Estate Agencies of City-owned properties for sale or lease and solicit their help and cooperation thereof
  • Plan and coordinate the marketing of specific surplus properties as required in order to achieve budgeted sales volume targets
  • Provide accurate real estate consultation/advice to senior management, elected representatives when requested, customers and client departments as required. Prepare Requests for Proposals of City lands and evaluate submissions received
  • Identify priorities within assigned tasks to optimize return on investment while balancing citizen/customer/political demands for service on low dollar volume sales. Maintain and foster effective business contacts with primary markets such as developers, users, investors, realtors and their associates
  • Ensure each transaction file is accurate and chronologically documents a clear audit trail of all correspondence and all critical stages of the negotiation and sale
  • Prepare accurate sale/lease offering documentation and ensure that required conditions are addressed
  • Perform other related duties as required
Qualifications
  • Bachelor's Degree Business, Economics, Urban Planning, Law or a related discipline
  • FRI designation, or related designation as obtained from the Real Estate Institute of Canada
  • 5 years of progressively responsible and related experience in real property appraisal and negotiations
  • Experience working with various stakeholders in a large, complex environment as well as solid background knowledge of the legal requirements of commercial real estate transactions and negotiating with real estate professionals, lawyers and other advisers for office and industrial real estate is an asset
  • Knowledge of the Municipal Government Act, Land Titles Act and Expropriation Acts
  • In-depth knowledge of property valuation, current real estate values, construction costs, market trends, major civic and private development projects, mortgages and leases
  • Ability to successfully meet and negotiate with property owners or their representatives and deal with tenants, realtors, business and legal representatives, contractors, architects, committees and the general public
  • Ability to perform complex appraisal tasks and to negotiate with property owners for the acquisition, expropriation, sale, development, lease and rental of land
  • Ability to prepare detailed technical reports related to all types of property and to prepare and monitor project budgets
  • Good problem solving and analytical skills
  • Excellent communication skills to deal tactfully with property owners, tenants, realtors, civic staff, committees and the business community
  • Familiarity with current business software and Google Suite
  • Ability to perform work with minimal supervision
  • Must be able to exercise sound independent judgement and handle a complex workload with changing priorities
  • Valid Alberta Class 5 driver’s license (or provincial equivalent). Must arrange for own transportation to be reimbursed in accordance with City of Edmonton policy. This may require business auto insurance
