This position will report directly to the Manager - Regional Facilities.Accountabilities
  • Handle all aspects of technical projects for the Riverhead Wastewater Treatment Facility and Regional Wastewater System including definition of program objectives, project planning and initiation, coordination of outside consultants, project progress and status, public information sessions and/or inquiries, and budget development and tracking.
  • Responsible for all regulatory reporting and compliance; ensuring the wastewater treatment facility and all associated works meet all Provincial and Federal regulations.
  • Apply significant knowledge of current and upcoming environmental technologies, regulations, and best practice methods in the wastewater industry.
  • Procurement of contractual services, equipment, parts, supplies and chemicals for the operation and maintenance of the Riverhead Wastewater Treatment Facility and Regional Wastewater System.
  • Work closely with the operations staff to plan major repairs and overhaul work at the Riverhead Wastewater Treatment Facility and the Regional Wastewater System.
  • Develop and implement new environmental policies and programs on behalf of the Manager - Regional Facilities.
  • Review business and operation processes to ensure effective and efficient operation of the Riverhead Wastewater Treatment Facility, including review and revision of standard operating procedures.
  • Serve as main operational contact for Regional Wastewater flow metering and billing for the City of St. John's, City of Mount Pearl and the Town of Paradise.
  • Assist with the supervision of Riverhead Wastewater Treatment Facility staff.
  • May be assigned projects and/or required to provide operational support to the Bay Bulls Big Pond Water Treatment Facility and Regional Water System as required based on operational requirements.
The successful applicant will be required to participate in all training programs applicable to this position and other related work. The above statements reflect the general duties considered necessary to describe the principal functions of the job identified and shall not be considered a detailed description of all work requirements that may be inherent in the job.QualificationsApplicants must possess a Degree in Engineering, preferably in the area of Mechanical, Civil, Process, or Environmental Engineering and be registered, or eligible for registration, with the Association of Professional Engineers and Geoscientists of Newfoundland and Labrador (PEGNL).A minimum of five (5) years project management experience is required, preferably in the design, management and administration of municipal water and wastewater infrastructure projects. A strong knowledge of mechanical and electrical equipment, operation of municipal wastewater systems, and instrumentation and SCADA process control systems would be considered a valuable asset. Supervisory experience in administration, operations and/or plant maintenance would also be an asset. Must have strong analytical, communication, leadership, problem solving, planning, report writing and decision-making skills.A valid Class 5 driver's license and primary access to a vehicle with Business Insurance coverage is required.This position is classified as safety sensitive. The City of St. John's has a comprehensive Alcohol and Drug Policy to ensure fitness for work and the completion of a satisfactory alcohol and drug test is a mandatory pre-employment requirement.Hours of WorkRegular hours of work are Monday - Friday, 8:00 am - 4:00 pm.
