OverviewThe Project Manager, Parks Services leads the planning, design, and construction of new and renewed park infrastructure across the City of Richmond. This position plays a vital role in implementing Council priorities related to livability, climate resilience, recreation, and public realm excellence. The position will also include the delivery of capital park projects funded by the City and parks or public realm assets constructed by developers.Examples of key responsibilities include, but are not limited to:
  • Managing and administering contracts through the design and construction phases of capital projects, delivering projects on time and on budget.
  • Planning and managing budgets and processes, as well as associated financial statements, and the creation of detailed cost estimates for park project budgeting purposes.
  • Providing direction, technical information and evaluation relating to constructing parks and project feasibility to stakeholders, based on park standards, specifications, and other standard forms and documents.
  • Analysing location, site development, scope of work budget estimates, funding and timing of work.
  • Working with the Finance Division in preparing, tendering, and awarding RFP’s and contracts, soliciting expression of interests, design and design review.
  • Managing the work of consultants and contractors along with effectively communicating, liaising, and directing the work of all relevant stakeholders and customers.
  • Providing guidance and support to planning within the framework of the City’s 5-year capital plan, sustainability policy, Parks and Open Space Strategy, Trail Strategy, the departmental service plan and related strategies.
  • Applying for and obtaining building permits and/or other required permit applications including to other levels of governments and agencies.
  • Analysing complex design, construction, and operational issues to develop practical and cost-effective solutions. Applies professional judgment and ingenuity to resolve on-site conflicts, unforeseen conditions, or design discrepancies.
  • Providing oversight of park projects acquired by the City through to the development phase which includes:
  • Coordinating program and design requirements with internal stakeholders
  • Engaging the services of required design consultants for the design of park amenities as required
  • Serving as the single point of contact on the park project for the developer and all internal stakeholders from the beginning of the project though to commissioning and transition of the park to operation
  • Working with the developer’s design team to ensure an understanding of the City requirements
  • Performing quality assurance to ensure the park is constructed as per City’s requirements.
  • Responsible for hiring, orientation, training and developing of work plans and job performance expectations, evaluate and supervise/coach/mentor staff. Initiate disciplinary action as required.

  • Ability to determine project priorities, schedules, and delivery approaches based on available funding, resources, and corporate objectives
  • Ability to approve technical designs, contract changes, and construction details within delegated authority and project scope.
  • Ability to allocate project resources and assign responsibilities among internal teams, consultants, and contractors to optimize performance and accountability
  • Knowledgeable in evaluating risks, with ability to implement mitigation measures to safeguard budgets, timelines, and public interests.
  • Skilled in exercising discretion in stakeholder engagement and issue resolution, balancing political, community, and technical considerations.
  • Ability to adapt project management practices to shifting priorities, emergent community needs, and evolving environmental standards.
  • Skilled in balancing competing project constraints—time, cost, scope, and quality—to achieve optimal outcomes.
  • Ability to successfully clear a Police Information Check.
Qualifications and Experience:
  • University Degree in Landscape Architecture, Civil Engineering, Construction Management or a related discipline.
  • Minimum five (5) years of progressive experience managing capital or developer-constructed public space projects, preferably in a municipal or regional government setting.
  • Demonstrated success in managing multidisciplinary teams, contracts, community engagement processes, and municipal capital budgets.
  • Direct experience with public parks, trails, open space, or outdoor recreation infrastructure projects is preferred.
  • Licensed/ Professionally registered landscape architect (under BCSLA) or engineer (P.Eng) is preferred.
  • Project Management Professional (PMP) certification or equivalent formal training is considered an asset.
  • Valid Class 5 BC Driver’s Licence.
Working Conditions:Duties are performed in an office environment with field and site visits required.
