Reporting to the Senior Human Resources Advisor, the Human Resources Advisor is responsible for the effective delivery of a full range of Human Resources services to employees within Facilities Management and Ancillary Services. Areas of responsibilities include, but are not limited to, staffing, benefits/leave management, compensation, organizational development, labour and employee relations, and performance management/development. Provide professional guidance and expertise to internal and external client groups on a wide variety of HR policies and procedures. Undertake special projects.Primary Responsibilities:
- Provide professional expertise and advice to managers and directors on the application and interpretation of personnel policies and procedures, collective agreements and the handling of grievances.
- Manage grievances: investigate background, provide follow-up, and ensure the manager is informed on the evolution of the file. Liaise with the Central Labor and Employee Relations office vis-à-vis the handling of grievances and the arbitration process. Participate in disciplinary measure meetings and provide guidance and support in writing disciplinary letters.
- Responsible for recruitment activities of assigned group of employees/clients. Develop recruitment tools (interview grids, evaluations, testing), write ads/postings, conduct interviews, assess test results and advise managers and directors on hiring decisions.
- Conduct exit interviews and gather data on turnover. Report on turnover patterns. Make recommendations.
- Analyze current and potential organizational structure and recommend alternatives. Undertake organizational reviews, make recommendations on staffing, job abolitions, and training/development needs.
- Responsible for reviewing new position requests, re-matching, requests for hiring salaries, salary adjustments for assigned groups of employees/clients. Ensure consistent application of the various policies and internal equity within area. Conduct job audits.
- Collaborate with Disability Advisor and departments to efficiently manage disability files. In the absence of the Disability Advisor, oversee the disability process; short- and long-term disability and provide support and clarification on all leave entitlements.
- Represent unit in various meetings including Labor Relations committee meetings and Human Resources related meetings
- Undertake special projects such as: HR working groups, Code of Ethics and Conduct, enriching HR practices, etc.
- Keeps abreast of new developments and trends in the field of human resource management and performs related duties.
5 plus years’ experience dealing with human resource-related issues in the various activities: compensation, recruitment and selection, labour relations, benefits administration, performance dialogue and organizational development. CHRP certification an asset. Demonstrated experience applying collective agreements and University policies and procedures. Demonstrated ability to analyze information, solve problems, provide recommendations and solutions. Proven ability to influence decisions in a professional and diplomatic manner. Superior communication skills including writing and oral presentation. Maintains composure under pressure and has the ability to meet deadlines. Excellent interpersonal skills and demonstrated ability to represent and support management and staff. Strong attention to detail. Must be self-directed and able to work autonomously and as part of a team. Proven experience working within an educational and research environment. Demonstrated ability to work in a computerized environment, especially Workday, Microsoft Office, knowledge of Banner (HRIS) an asset.
