As a Supervisor, Paving Operations, you'll join our extended leadership team, directly impacting the strategy and success of a program crucial for public safety and infrastructure. You'll lead the charge in delivering smooth, safe driving surfaces across the city, overseeing annual projects valued at $9-10 million and managing a large team of dedicated professionals.This dynamic role offers the chance to lead from planning to execution, from meticulous budget and resource management in the winter to active project and operational oversight during the summer paving season. If you're a strategic leader with a passion for operational excellence and building vibrant communities, this is your opportunity to make a tangible difference!What will you do?Supervise a diverse work group with independent decision-making authority over people, finances, and operations, including direct supervision of up to 4 staff and accountability for 100-150 unionized staff during the summerLead, establish, and exemplify the desired culture, ensuring commitments are translated into work group processes and practicesManage human resources functions including recruitment, coaching, performance development, and conflict resolutionActively participate in the development of operational strategies for the unit, aligning with corporate, departmental, branch, and section strategiesCreate and annually maintain the Paved Roads Asset Maintenance Plan in collaboration with relevant programs and departmentsProvide recommendations for annual paving locations, budget, and repair methods, and establish the scope of various paving operationsDetermine, monitor, and manage budget requirements for an annual budget of $9-10 million from combined capital and operational fundingOversee program assigned staff, equipment, materials, contractors and facilities, ensuring their prudent and effective useSupport city-wide roadway district operations as a rotating Mobility Infrastructure Services Standby Contact, available for after-hours emergenciesEnsure timely creation and review of Standard Operating Procedures and Hazard Assessments, championing operational excellence and best practicesRespond to Council inquiries/POSSE and 311 Call-backs, and ensure accountability for meeting district 311 Service Level Agreement (SLA) targetsAdhere to Quality Assurance and Quality Control measures, including defining program quality standards and ensuring compliance with City Complete Streets Design and Construction Standards (CSDCS)QualificationsEducation in Management, Commerce, Science, Planning, Engineering, or a related discipline. Other equivalencies may be consideredExtensive experience in a Paving Operations settingProgressively responsible leadership experience in a large, complex, unionized organizationDemonstrated knowledge in operations management with experience overseeing service deliveryAssets:PMP certificationAdditional certification or coursework/training in financial management; public administration; change management; or other leadership trainingExperience working with large seasonal operations and staff change overP.Eng with APEGA registration in good standingSkills required for success:Proven leadership and supervisory skills, including problem-solving, project management, conflict resolution, and team building in unionized environmentsStrong interpersonal and communication skills, both verbal and written, with the ability to develop and maintain effective working relationships with diverse partnersDemonstrated organizational and planning skills, including the ability to manage service delivery, prioritize tasks, and effectively supervise a large workforceExtensive knowledge of operational best practices, relevant legislation (OH&S, ENVISO, WHMIS), and experience with human resources functions and external contractor managementAlignment to our Cultural Commitments and Leadership Competencies ( ).Embracing a culture of equity, diversity, reconciliation and inclusion ( ).Applicants may be testedConditions of employment & work environment:Up to: 1 permanent full-time positionHours of work: 36.9 hours per week, Monday - FridaySalary: $105,668.31 - $132,083.940 (Annually)This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksiteThis position is eligible for the EDO program (Earned Day Off)Valid Alberta Class 5 driver's license (or provincial equivalent).
