Horizon Recruitment is recruiting for a Procurement and Contract Specialist to join a dynamic procurement team supporting infrastructure projects in BC. This contract role exists to manage the sourcing and pre-award procurement process for a portfolio of construction projects. You'll work within a multidisciplinary environment, helping internal teams develop and execute efficient procurement processes.Responsibilities
  • Lead the pre-award procurement process for assigned infrastructure projects (primarily water utility construction)
  • Collaborate with internal engineering and project management teams to develop RFPs, RFQs, ITTs, and other bid documents
  • Ensure all procurement activities align with applicable trade agreements and public procurement rules
  • Coordinate and participate in bid evaluations, supporting compliance, fairness, and value-based selection
  • Advise stakeholders on sourcing strategy, procurement options, and best practices
  • Liaise with internal legal, risk, and finance teams during the tendering process
  • Support negotiations and contract drafting using established templates and standards
  • Maintain accurate records of procurement activities, approvals, and communications
  • Contribute to continuous improvement of procurement tools, templates, and processes
  • Foster strong working relationships with vendors and cross-functional teams
Requirements
  • Strong knowledge of Canadian public procurement rules, including trade agreements and contract frameworks
  • Proven experience developing competitive bid documents (RFPs, RFQs, ITTs) in a multidisciplinary, public or formal procurement setting
  • Excellent written and verbal communication skills, especially in collaborative environments
  • Ability to manage multiple files simultaneously with attention to detail and deadlines
  • Comfortable working with engineering, legal, and project teams
  • 3+ years of experience in procurement or contract management, preferably in infrastructure or capital projects
  • SCMP, PSPP or equivalent certification considered an asset
  • Working knowledge of procurement systems and Microsoft Office tools
  • Hybrid work model: ability to attend the office 3 days per week in the Lower Mainland
Remuneration
  • Target rate of $45-50/hr, depending on experience
