The TTC's new vision and mission statements also help promote the many environmental, social equity and economic benefits that the TTC provides:Vision: Moving Toronto towards a more equitable, sustainable, and prosperous future.Mission: To serve the needs of transit riders by providing a safe, reliable, efficient, and accessible mass public transit service through a seamless integrated network to create access to opportunity for everyone.The full Plan canCareer OpportunityThe TTC has an exciting opportunity for a Contract Specialist!What You Will BringIn the role of Contract Specialist in the Commercial Management Department, you will administer and manage the full lifecycle of awarded contracts, including scope, deliverables, amendments, extensions, pricing revisions, and close-out activities in accordance with TTC policies and guidelines. In this role, you will coordinate and chair post-award vendor and stakeholder meetings, including contract kick-offs, performance reviews, and training sessions for user departments on contract compliance and usage. Your role will monitor and ensure vendor compliance with contractual obligations, including performance metrics, delivery timelines, quality standards, and warranty requirements; initiate corrective actions when needed. As Contract Specialist, you will resolve post-award issues and disputes related to pricing, invoicing discrepancies, delivery failures, and contract interpretation in collaboration with vendors and user departments. The selected incumbent of this role will process contract amendments, scope adjustments, and budgetary increases, ensuring all changes are documented and approved per TTC protocols and uploaded to SharePoint repositories in addition to tracking and reporting on contract expenditures, commitments, and departmental usage; liaise with stakeholders to ensure budget alignment and proactively identify trends or overruns. In this role, you will be required to prepare and present contract and vendor performance reports, identify cost savings opportunities, and support corporate-wide optimization initiatives and strategic sourcing goals. This role also includes invoice processing with validation of contract compliance, ensuring internal approvals and leveraging TTC software systems. You will support vendor hardship claims, contract escalations, and contract renewals, including exercising extension options and managing end-of-term transitions or close-outs along with archiving expired contracts and maintain accurate records in accordance with TTC's records retention and audit requirements. You will collaborate across departments to identify pooling and consolidation opportunities, reducing overall acquisition costs and increasing contract efficiency and value. - Completion of a post-secondary college diploma or university degree in a related discipline or combination of education, training and experience deemed to be equivalent
- Strong knowledge of post-award contract administration principles, methods, and best practices, including contract execution, amendment, performance monitoring, and close-out procedures.
- Thorough understanding of contract law and commercial document management, with a focus on enforcing contractual obligations, resolving disputes, managing vendor relationships, and expediting goods and services post-award.
- Experience managing complex vendor relationships and contract performance, including monitoring deliverables, conducting compliance reviews, and leading resolution of post-award issues.
- Strong communicator with the ability to produce comprehensive narratives and reports for Senior Management and Board-level reviews, including contract status updates and performance analysis.
- Working knowledge of budget monitoring and financial tracking practices, including validating expenditures, processing change orders, and aligning contract commitments with approved budgets.
- Proven ability to perform in-depth quantitative expenditure and trend analysis, using data to identify cost optimization opportunities and evaluate contract effectiveness.
- Proficiency in relevant software applications, including Microsoft Office (Word, Excel, Access) and the ability to learn TTC's computer-based Materials Management System.
- Demonstrated analytical, problem-solving, and decision-making skills, with sound judgment and the ability to manage competing priorities in a high-volume post-award environment.
- Well-developed organizational, administrative, and interpersonal skills, with a collaborative approach to working with internal stakeholders and external vendors.
- Must possess a valid Province of Ontario Class āGā Driver's License and be willing to use a personal vehicle for travel to vendor sites and TTC properties, as required.
