- Lead the design, implementation, and maintenance of HR Policy Documents to ensure alignment with Enterprise Risk standards and HR Policy Target Operating Model
- Establish governance structures, escalation protocols, and accountability mechanisms for HR Policy Documents management
- Manage the HR Policy Documents inventory and develop standards governing policy creation, approval, implementation, and lifecycle management
- Conduct independent reviews and oversight of HR Policy Documents ensuring alignment with internal and regulatory requirements before publication
- Facilitate policy approval workflows and conduct annual reviews of Policy Management Authorities (PMAs)
- Monitor adherence to policy review cycles, track identified risk exposures, risk acceptances and report findings to senior leadership
- Support internal/external audits, regulatory examinations, and litigation requests as needed
- Act as a Policy and Procedure Library (PPL) Administrator in review of Policy Document requirements prior to them being published
- Design and implement a comprehensive People Risk Policy for enterprise-wide application in accordance with Enterprise Risk Management, People Risk Taxonomy and HR Policy Documents
- Maintain HR's Functions Compliance Oversight Program (FCOP) to ensure continued alignment with program requirements
- Represent HR on Enterprise Risk policy governance committees and forums
- Serve as primary point of contact for HR policy-related inquiries
- Partner with HR Centers of Expertise and HR Operational Risk on policy development for remediation efforts
- Present governance updates and policy assessments to HR leadership and governan8uce forums
- Provide guidance and training to stakeholders on policy management practices
- Collaborate with Enterprise Risk, Legal, Compliance, and other risk functions on policy alignment and emerging risks
- Support the team in addressing key priorities and deliverables
- Demonstrated expertise developing risk frameworks, policies, standards, and governance structures with proven ability to identify and mitigate risks through policy design
- Deep understanding of HR functions within a financial institution and RBC's internal policy ecosystem
- Ability to balance global policy standards with local regulatory requirements across multiple jurisdictions while designing scalable solutions
- Experience leading teams and driving organizational change
- Strong written and verbal communication and stakeholder management skills
- Global policy writing experience across Canada, US, Caribbean, UK, Europe, or APAC regions
- Background in employment law or regulatory compliance
- French language proficiency
