- The registries are key elements of providing access to the Electronic Health Record (EHR). The Provincial Client Registry (PCR) is responsible for the unique identification of individuals who receive care in Ontario. It combines information from the Ministry of Health (MOH) Registered Persons Data Base (RPDB) and contributing sources reflecting over 150 hospitals and health regions across Ontario.
- The PCR leverages the IBM InfoSphere Master Data Management (formerly Initiate software) technology to provide a consistent approach for client identity management at Ontario Health to deliver high quality information for stakeholders and the EHR. It also provides a consistent set of real-life identifiers that can be used to link health information records across sources within the EHR.
- The Provincial Provider Registry (PPR) provides a similar function for the care providers and organizations. It leverages information from the Ministry of Health (MOH) Corporate Provider Database (CPDB) and regulatory colleges in Ontario. It allows for the accurate identification of provider persons that practice in multiple locations and maintain multiple credentials (licenses, certifications, etc.).
- Strong understanding of Master Data Management processes and principles
- Experience with IBM InfoSphere Master Data Management Identity Hub Standard Edition (formerly Initiate) version 11
- Excellent knowledge of IBM WebSphere Application Server (WAS)
- Practical experience with HL7 messaging, Cloverleaf integration suite and IBM InfoSphere DataStage
- Experience with SQL programming in relational databases
- Knowledge of ETL processes
- A strong knowledge of health care systems
- Strong understanding of Software Development Life Cycle (SDLC), Quality Assurance requirements, and software
- Development control and release procedures
- Experience with distributed messaging and streaming data solutions (e.g., Kafka)
- Experience with container-based development (e.g., Docker, Kubernetes, OpenShift)
- Extensive experience in troubleshooting and remediation
- Support the documentation of ETL processes and documentation
- Update the custom HL7v2 PubSub Service to alert subscribers to changes in the Service Catalogue
- PPR performance improvements to response time and capacity
- Documentation of the developed solutions including developers guide, build book, deployment guide and support procedures
- Develop a health check to validate PPR services that can be automated and run by Ontario Health Technical Operations Centre
- Establish process and procedure for capture, review and mediate application or interface errors
- Develop Publish/Subscribe capabilities to notify consuming systems of data changes in PPR leveraging Apache Kafka
- Consultant will require access to PHI to support registries database
- Provide application support as required

- Minimum 5 years’ experience integrating system and supporting web services. 20 Points
- Minimum 5 years’ experience working with ETL processes and remediation. 20 Points
- Excellent communication skills, written and verbal (articulate, detail oriented and factual) and interpersonal (clarifying, active listening), manage conflict or stressful situations 20 Points
- Experience working collaboratively with business partners and stakeholders to understand and analyze current state, provide recommended approach, and develop factual and concise deliverables 10 Points
- Proven track record working with a broad range of stakeholder including health care professionals and clinicians 10 Points
- The resource will support the continuous improvement including automation of maintenance tasks such as database archiving or partitioning of large tables to manage performance and response times, including but not limited to:
- Support Consent Management Technology Asset (CMTA) upgrade project
- Update CMTA HIPAAT to a current version
- Updates to CMTA ONE ID integration
- Support deployments in all necessary environments
- Support the reporting for EHR audits
- Completion of the CMTA upgrade will allow for additional domains to be added (including acCDR) and to allow for Consent Overrides via the PCOI application. This will also support the Consent Harmonization work, including: Override Duration, Removal of Wet Signature, Consent Granularity Consistency
- Completion of the CMTA Upgrade will allow for additional domains to be added (including acCDR)
- Completion of the common interface to provide a consistent interface between MDM and FHIR interfaces
- Support Provincial Provider Registry (PPR) deliverables
- Add data validation rules to the common interface
- Update error handling to enhance messages and establish common error responses (e.g. change error code for a member not found response from http 500 error to an Ontario Health agreed upon alternative)
- Documentation of the developed solutions including developers guide, build book, deployment guide and support procedures
- Support Provincial Client Registry (PCR) deliverables
- Monitoring of the Register Persons Database (RPBD) and Corporate Provider Database (CPDB) data contributions
- Support CDC and DataStage upgrade
- Support of Cloverleaf monitoring for hospital ADT submissions
- Establish process and procedure for capture, review and mediate application or interface errors
- The resource will ensure full knowledge transfer is provided to the Ontario Health team before end of engagement. Some of this might occur at the end of the engagement but will also be shared as information is obtained/consolidated. Key deliverables will be shared with team.
- The resource must provide all related documentation as part of knowledge transfer protocol. Documents will be reviewed by the appropriate leads and signed off by manager/director.
- The resource will work collaboratively with the Ontario Health team throughout the assignment and ensure key deliverables, milestones, and documentation are shared.
- A walkthrough of any demos, development, etc. will be required before the end of the engagement.
