For more information, follow Telesat on X and LinkedIn or visitThe incumbent is responsible for obtaining, managing and maintaining the spectrum regulatory approvals required for Telesat's space segment, including licences issued by Innovation, Science and Economic Development Canada (ISED), the Federal Communications Commission (FCC), and other relevant authorities.The role supports the regulatory framework underpinning Telesat's GSO satellites and NGSO constellation, including management of related filings with the International Telecommunication Union (ITU); support to engineering-led frequency coordination activities and regional or ITU contributions, and preparation of responses to Canadian and U.S. consultations and proceedings relating to satellite communications and associated policies.\nResponsibilties

Manage Telesat's Canadian and U.S. space station spectrum licences through ISED and the FCC, respectively, including applications for new and amendments to existing licences; prepare documentation required to ensure compliance with licence conditions
Monitor Canadian regulatory and policy developments to identify risks and opportunities for Telesat; prepare submissions in response to Canadian public consultations and proceedings
Manage applications and other submissions to other Canadian government departments and agencies, including Global Affairs Canada (GAC) and the Canadian Radio-television and Telecommunications Commission (CRTC)
Prepare and submit, directly or in consultation with U.S. regulatory counsel, materials related to FCC space station licence applications
Monitor U.S. regulatory developments; contribute to Satellite Industry Association (SIA) or multi-party submissions, and draft Telesat filings in response to FCC proceedings and consultations
Manage regulatory requirements associated with ITU filings supporting the spectrum rights of the Telesat fleet, in consultation with engineering
Draft, present, and defend contributions in domestic, regional and international fora such as the ITU, CEPT and CITEL
Provide spectrum regulatory advice and support to engineering, business development, and other internal teams

Requirements

Degree in Law or Engineering
Master's degree is an asset
Minimum 5 years of experience in the telecommunications sector, preferably within the satellite industry
Excellent written and verbal communication skill in English
Strong regulatory research, analysis and policy development skills
Experience with Canadian and U.S. regulatory frameworks for satellite licensing, including familiarity with the ITU Radio
Regulations and associated procedures
Eligibility to participate on the Canadian delegation to the ITU
Demonstrated ability to prepare regulatory filings and policy submissions
Strong organizational skills and the ability to manage multiple projects simultaneously
Ability to work independently while collaborating effectively within cross-functional teams
Ability to perform effectively in fast-paced or time-sensitive environments
