Job Description:The Capital Projects Design and Delivery (CPDD) branch of Parks & Recreation Division (P&R) at the City of Toronto manages and supports the Division's infrastructure and assets to meet the needs of diverse communities. CPDD is responsible for creating and improving high-quality facilities and amenities to ensure design excellence and sustainable operations. It collaborates with partners to plan, design, and develop parks and recreation facilities from initial concept to construction completion.Our Project Managers in Capital Projects Design & Delivery are Architects, Landscape Architects, Architectural Technologists, or Construction Management Professionals. Reporting to district Program Managers, Project Managers are responsible for the effective management of major construction, renovation, and alteration of Parks & Recreation's infrastructure and assets such as parks, community recreation centres, arenas and rinks, pools, sport fields and pads, playgrounds, trails, pathways, and bridges.We strongly encourage applicants interested in the Project Manager Capital Projects & Initiatives role in Capital Projects Design & Delivery to apply as this posting may be used to fill upcoming temporary and permanent vacancies.Major Responsibilities:Project Management AccountabilitiesFollowing project management best practices and Division strategies, guidelines and manuals, you'll work on a range of complex projects - from initiation, scoping and gathering of background information, to assisting the clients and manager in tracking the capital budget and executing the project up to warranty completion. For projects you manage or support, it will be your responsibility to ensure that all required permits and approvals are secured, stakeholders are identified and consulted, projects are on schedule and expenditures are within budget, contract payments are finalized, and quality control/quality assurance for construction are implemented.Responsibilities include:

Manages multidisciplinary consultants and contractors to effectively implement major large scale facility construction projects, renovations, and alterations.
Manages assigned projects ensuring effective teamwork and communication, high standards of work quality and organizational performance.
Coordinates all documentation, including all correspondence from architects, landscape architects, engineers, building inspectors, and contractors.
Inspects and supervises work in progress by consultants and contractors, ensuring that all work is executed in accordance with relevant legislation and approved contract documents, project drawings and specifications.
Secures approvals from various regulating and government agencies to enable projects to proceed (i.e. site plan approvals, re-zoning, and Committee of Adjustment applications, permits etc.).
Provides input into and administers assigned project budgets, ensuring that expenditures are controlled and maintained within approved budget limitations.
Assists senior management team in developing strategic policies and programs to meet the long- term needs of Capital Project Design and Delivery branch.
Coordinates and reports on project cost control and liaises with other P&R branches to coordinate assigned projects.
Utilizes highly developed analytical, conflict resolution and problem-solving skills in order to deliver high quality projects.

Technical Expertise and InnovationValued for your professional expertise, you'll review assessments and recommendations, architectural/landscape architectural/engineering/multidisciplinary design drawings and contact specifications, engineering reports, to ensure design complies with applicable guidelines, standards, specifications, and other requirements. You will prepare analyses, justifications, and evaluations to advise on major issues and recommend best problem-solving solutions for senior management approval, where required.Responsibilities include:

Prepares pre-qualification documents to ensure that qualified bidders are obtained to meet the Corporation's accepted standards for specialized projects.
Evaluates tender documents and consultant proposals and makes recommendations for Council approval.
Assists in the resolution of delay claims and disputes that may arise through the execution of construction activities.
Liaises with the Legal Division on matters relating to the Construction Lien Act, construction bonds, insurance, real estate, contracts, and legal agreements.
Compiles, analyzes, and correlates data and prepares reports and studies for submission to management and/or council on program related matters.
Collects, maintains, and provides data in cost control and capital variance reports.
Develops and implements database to track project warranties and coordinates with appropriate client and stakeholder team.
Interprets architectural, landscape architectural, mechanical, electrical and structural drawings and specifications.
Prepares RFPs, Tenders, and other forms of procurement calls.

Communication and Stakeholder ManagementCommunicating with a broad range of audiences is a key strength within our multi-stakeholder environment. As a skilled communicator, you will represent the City on committees, prepare presentations for Councillors, create construction notices, complete public consultation in collaboration with our internal Engagement team, as well as manage public complaints during construction. You will negotiate claims with contractors and consultants and continuously coordinate with stakeholders on projects. This interactive role provides opportunities to showcase your interpersonal skills, as you manage key stakeholder relationships with clients, community organizations, elected official (Councillors) and political representatives, staff, consultants, contractors, and the public.Responsibilities include:

Acts as a liaison and maintains close and effective working relationships with clients, consultants, contractors, suppliers and building inspectors.
Prepares, coordinates, and follows up detailed and timely reports, including monthly status reports, records, schedules, and initiates correction of deficiencies and warranty items, as required.
Liaises with Parks and Community Recreation for coordination of assigned project and program implementation.
Assists the Program Manager with communications strategy and resource allocation for new capital requests.
Monitors all client-initiated requests for services and provides customer services accordingly.

Key Qualifications:

Post-secondary education in a related discipline (e.g. Architecture, Architectural Technology, Landscape Architecture, Landscape Architectural Technology, Civil Engineering, Structural Engineering, or Construction Management) or an equivalent combination of education and relevant work experience.
Extensive project management, contract administration and on-site experience in design and construction management of public park and recreation amenities and facilities, and/or similar institutional facilities.
Extensive experience in managing multiple, concurrent multi-disciplinary capital construction, renovation, and repair projects, delivering high value projects (

$10M) in any of the following areas: Parks, Community Centres, Arenas, Playgrounds, Trails, Bridges in Parks and other sports infrastructure or relevant municipal infrastructure. * Must possess and maintain a valid Province of Ontario Class "G" driver's license and be able to access a vehicle, as needed, for site visits.

A good standing member or eligible for membership in the OALA, OAA, Tech. OAA or PEO are considered assets.
Project Manager Professional (PMP), Project Management Institute (PMI) and/or Leadership in Energy and Environmental Design (LEED) certifications/designation are considered assets.
Thorough knowledge of construction techniques, materials, life cycle costing, principles and practices related to building construction in order to manage and deliver capital projects.
Working knowledge of MS Office, MS Project, Adobe Acrobat, SharePoint, and Technical/graphical (AutoCAD, Adobe Suite, Etc.) software.
Excellent technical and project management skills with proven ability to prioritize and complete multiple project assignments.
Proven ability to communicate complex subject matters in a timely, clear, and effective manner appropriate for different audiences.
Ability to provide senior management with appropriate and timely reports.
Excellent communication, presentation, and interpersonal skills in order to professionally and effectively deal with various stakeholders, clients, political representatives, consultants, contractors and the public.
Knowledge of related policies, Acts, Codes, and legislation which may include the Ontario Building Code, Construction Act, National and Provincial Fire Codes, Technical Standards Safety Authority (TSSA), Ontario Occupational Health and Safety Act (OHSA), Workplace Hazardous Materials Information Systems, Human Rights Code, Accessibility for Ontarians with Disabilities Act (AODA), Conservation Act, Environmental Protection Act, Records of Site Condition, Excess Soil Regulation, and other related legislation.
