We operate the province's electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario's electricity needs - now and into the future.The opportunityThe Senior Analyst, Compliance & Dispute Resolution will implement the corporate framework for monitoring, documenting, investigating and promoting market participant compliance with the Market Rules, regulations, standards, policies and procedures governing the market place. The Senior Analyst will undertake investigations of allegations of non-compliance and breaches of the Market Rules by participants. This includes the collection of data, communicating and/or meeting with the participant(s). A key responsibility of this role is to determine and recommend to senior management the sanctions, if any, to be applied, and to implement decisions of senior management with respect to the penalty or sanction resulting from an investigation.The Senior Analyst also initiates and responds to disputes, playing an essential role in supporting the Dispute Resolution Process. This includes the collection of data, communicating and/or meeting with the participant(s) and/or the Dispute Resolution Panel and staff internal to the IESO, seeking legal opinions, etc.What you'll do
  • Review reports of non-compliance; propose courses of action and work with IESO line personnel and Market Participants, as required.
  • Undertake investigations of alleged breaches in the Market Rules by Market Participants and examine and report on alleged breaches by the IESO as reported by external parties.
  • Determine the type of sanctionable behaviour and the level of penalty or sanction to be applied to alleged/actual breaches in the Market Rules and make recommendations accordingly.
  • Implement the decisions of Senior Management with respect to the penalty or sanction resulting from an investigation.
  • Notify Participant(s) of the results of investigations, and inform others of any decision, as per the procedures.
  • Contribute to the maintenance of all databases.
  • Initiate/respond to a dispute, as required, including filing and serving/responding to a notice of dispute and summary thereof.
  • Provide support as required to dispute resolution process.
  • Implement procedures to safeguard the confidentiality of data from or about Market Participants.
  • Undertake the development and delivery of internal and external training packages, as required.
  • Respond to Client Support inquiries by providing written procedural instructions, technical advice, guidance, and/or training, as appropriate.
  • Provide other IESO staff with guidance regarding the appropriate use and interpretation of information produced by, or related to, compliance monitoring and dispute resolution processes.
  • Work collaboratively with other members of the team to effectively implement the goals of the team within the context of the broader corporate direction.
  • Perform other duties as may be required.
What you need to succeed
  • 4 years of university education in an appropriate field, or demonstrated equivalent
  • Academic training in business, commerce, economics, accounting audit, law or engineering to understand and apply the technical/economic legislative parameters governing the energy industry and market place
  • Good written and oral communication skills, in order to prepare reports, develop documentation and communicate effectively with all contacts
  • Experience in methods of discovery and/or investigation and/or audit, which involves application of analytical, reasoning and negotiating skills
  • Knowledge of the legislative parameters governing the Ontario electricity marketplace
  • Significant knowledge and understanding of the design of the IESO administered markets
  • Operations/planning experience in electrical industry, power system operations/planning, finance, regulatory and/or enforcement activities or audit
  • Experience working independently and/or leading major projects with minimal supervision or guidance
  • Ability to apply knowledge and superior judgment in identifying instances of non-compliance and in assessing applications for waivers
