
Manager, Immigrant and Settlement Services

- Develops and manages the successful delivery of all aspects of Immigration & Settlement programs that reflect the YWCA mission, vision and strategic plans;
- Ensures program design, planning, development, staffing, participant recruitment, budgeting, operations, quality assurance, stakeholder engagement, communications, and evaluation;
- Ensures program outcomes are achieved according to set targets and quality standards; monitors programs and projects to mitigate risks, ensures compliance with policies and procedures; escalating to Director;
- Collaborate with other departments to develop and execute programs and services that may be an asset in other areas of the organization e.g. Housing;
- Ensures that service expectations for professional communication, documentation and recordkeeping are maintained at a high standard;
- Manages the marketing and promotion of programs and activities;
- Prepares reports for the Director on activities and outcomes of programs under responsibility;
- Directly manages 9 employees including recruiting, training, payroll, monitoring and evaluating performance;
- Provides staff with guidance and advice on employment & training and settlement & integration issues;
- Provides oversight and guidance to gender-based violence (GBV) and 2S-LGBTQIA+ staff, ensuring trauma-informed, culturally responsive, and gender-affirming service delivery. Supports staff with case consultations, complex client situations, safety planning, and escalation management, while fostering best practices in supporting marginalized newcomer populations;
- Oversees case management meetings and assessments, approving client intakes and terminations;
- Identifies and prioritizes challenges; escalates as required;
- Effectively manages client and staff conflict and escalations;
- Assists Director in managing annual departmental budget from developing, forecasting, monitoring and submitting project budgets;
- Investigates and cultivates opportunities for additional funding sources (grants) and community programs (e.g. tax clinics, establishing partnerships with ethnic communities and cultural association) as required;
- Works collaboratively with funding bodies and service delivery partners;
- Prepares reports and presentations for stakeholders and funders;
- In collaboration with the Director seek out opportunities for external fund development and assist with proposal writing,
- Communicates, consults, educates and influences stakeholders (e.g. funders/sponsors, employers);
- Represents the YWCA Hamilton and always maintains outstanding public relations skills and a professional image in the community;
- Represents the YWCA Hamilton at community events and on relevant committees; often in an advisory role;
- Nurtures and forms meaningful internal and external working relationships and partnerships;
- Maintains high level of confidentiality when working with sensitive and personal client disclosures, employee information and contract information;
- Knowledge and understanding of factors influencing different social groups, particularly women, GBV survivors, 2S-LGBTQIA+ youth, and newcomers;
- Demonstrates and models strong leadership behaviours as a member of the management team;
- Stays current on emerging trends, leading practices and legislation;
- Fosters a safe and healthy work environment; ensures employees comply with health and safety standards that meet or exceed legislated requirements;
- Participate and provide mandatory organizational and departmental trainings and meetings.

- Completion of 4 years’ college in the human services sector or equivalent academic and/or work experience;
- Minimum 5 years’ experience working in the human service sector, with a minimum of 3-5 years leadership experience;
- Experience managing people, resources, budgets, working with funding sources, and writing grants required;
- Experience working with newcomer, immigrant women & youth;
- Knowledgeable about newcomer trends and settlement issues;
- Experience in working collaboratively with community partners to deliver comprehensive services;
- Experience in managing and measuring program delivery and outcomes;
- Experienced in policy development, procedural implementation, and training;
- Must be able to lead from a feminist, anti-racist/anti-oppressive perspective;
- Ability to work a schedule which may include occasional evening and weekend work;
- Excellent verbal and written communication skills;
- Must provide a current Criminal Record Judicial Matters Police check or willing to obtain at own cost;
- Must have current Emergency First Aid and CPR certificate or willing to obtain at own cost;
- Bilingual English/French or other languages an asset.
