Our client is seeking a Data Migration and Archiving Lead to support the OPOR Program with strategic direction and detailed planning of data conversion, migration and archiving activities to support the extraction of historical data from legacy systems and the migration into either the OPOR Solution or a data archive solution.Requirements:
This Data Migration and Archiving Lead will report to the Senior Director, OPOR, will lead the data migration and archiving activities for the OPOR program. They will provide guidance and expertise to the OPOR Program's leadership team based on their extensive experience with data migration, conversion and data archiving. The Data Migration and Archiving Lead will foster an excellent relationship between Oracle Health, Ellkay, other vendor partners and OPOR leadership to ensure timely and smooth project deliverables across Nova Scotia. The Data Migration and Archiving Lead must be available during standard working hours of 8:30-4:30 AST.The Data Migration and Archiving Lead performs a variety of tasks, including but not limited to:
  • Perform an analysis of current (legacy) systems to be retired with the new OPOR Solution implementation. Analysis to include priority, level of effort, and key considerations around migration to the OPOR CIS/data archive
  • Develop a migration and archiving strategy for Nova Scotia based on an understanding of current systems and requirements for access to data in the future.
  • Develop data governance and data security plans for the migration processes
  • Develop a migration and conversion validation approach including key recommendations, interim considerations (based on staggered go live), and recommended tools
  • Maintain and foster strong relationship with vendor and various stakeholders
  • Support job description development for data migration and archiving team members and provide evidence-based recommendations on team structure
  • Mentor OPOR team members
  • Develop a dashboard to track and share Data Migration and Archiving status/progress for leadership and to enable seamless patient transfers among sites for clinical teams during staggered go lives.
Knowledge:
  • Extensive knowledge and skills in the areas of Data extraction, migration, conversion and loading and specifically with Oracle Health (namely Cerner) Clinical Information System solutions including tools to track, perform and validate.
  • Experience with the Ellkay data archive solution.
  • Extensive experience extracting, converting, cleaning, and migrating data from legacy hospital information systems into modern CIS systems (i.e. Cerner) and data archive solutions (ie. Ellkay), preferably in Canada
  • Extensive knowledge in the Oracle Health EDW solution(s).
  • Undergraduate degree. Consideration may be given to those with equivalent training and work experience.
  • Cerner certification an asset.
  • Project management experience an asset.
Relevant Skills and Experience:
  • Minimum of 5 to 7 years leadership experience with large scale data migration and archiving programs, and services in the healthcare sector
  • Strong analytical, organizational, and problem-solving skills with the ability to multi-task to meet tight deadlines
  • Strong interpersonal skills and level of professionalism
  • Ability to influence and collaborate with diverse stakeholders
  • High level of accuracy and attention to detail
  • Ability to execute through effective delegation, motivation and oversight
