- Collects, analyzes, evaluates, and interprets quantitative and qualitative data to support improvements to procurement processes, funding allocations, and service delivery.
- Supports Project Leads throughout the procurement process, including but not limited to, procurement funding review and approval, contract awards and execution.
- Contributes to the development of new operational initiatives, policies, and strategies.
- Identifies and monitors key trends and emerging issues related to procurement, development activity, and funding demand by analyzing social, economic, and geographic data to inform decision-making and improve service delivery.
- Provides policy analysis and research support on procurement-related planning issues and financial operations, including benchmarking, service metrics, and strategic procurement trends.
- Prepares detailed reports, briefing notes, and supporting documentation for senior management and Council, outlining research findings, recommendations, and operational implications.
- Summarizes findings from studies and data analysis using statistical, geographic, and economic techniques, and prepares presentations or reports for various stakeholders.
- Provides research and analytical support to internal Divisions, Councillors, task forces, and committees by retrieving and sharing relevant data, including procurement performance metrics and funding mapping.
- Develops and maintains databases and tools to track procurement activity, payment data, and performance indicators.
- Maintains a repository of research data, statistical reports, procurement guidelines, and Council reports. Assists in cataloguing, filing, and updating information for easy reference and internal use.
- Participates in interdivisional meetings and working groups. Collaborates with PMMD, Finance, Legal Services, and other stakeholders to support procurement policy development, service improvement initiatives, and compliance with corporate policies.
- Considerable experience conducting fiscal analysis, cost benefit analysis, developing and compiling financial, operating, and performance data, preparing financial and operational plans and analyzing accounting reports and performance indicators.
- Considerable experience with various software packages such as SAP, Ariba Sourcing, RPGS system, Contract Management, Spend Module or Supplier Lifecycle Performance, along with computer applications such as Microsoft Word, Excel, etc.
- Considerable experience drafting and executing procurement documents (RWA, RFQs, RFT, RFPs) with strong knowledge of purchasing policies, by-laws and procedures.
- Strong organizational skills, including the ability to take initiative to problem solve.
- Ability to effectively communicate both orally and in writing.
- Good interpersonal skills and the ability to work effectively as a member of a team.
- Ability to research, access, and summarize quantitative and qualitative information.
- Ability to understand complex data systems and perform analysis and interpretation on them.
- Ability to function or operate as a member of an interdisciplinary team and represent the division in a variety of situations.
- Well-developed organizational skills and the ability to handle multiple projects simultaneously to meet established deadlines.
- Experience with data visualization software (i.e. Tableau) considered an asset.
- Knowledge of the City's purchasing procedures and policies.
- Strong mathematical, analytical, and problem-solving skills to perform calculations and review and/or interpret reports.
