Job Description:
  • This position requires strong experience in technical writing, visual storytelling, and healthcare IT documentation.
  • The successful candidate will produce technical project documentation, user guides, design diagrams, and stakeholder-facing materials while ensuring accessibility, compliance, and alignment with health data interoperability standards.
Requirement/Must Have:
  • 5+ years experience in technical writing, communications, or knowledge management in healthcare, public sector, or IT architecture.
  • 5+ years proficiency with visual storytelling and technical illustration tools (Adobe Creative Suite, Lucidchart, Miro, Visio, Figma).
  • 5+ years experience with health data interoperability standards (FHIR, SNOMED CT, LOIClient) and their use in design documentation.
  • 5+ years experience with AODA compliance and designing accessible content.
  • 5+ years knowledge of FIPPA and PHIPA as applied to healthcare IT solutions.
Experience:
  • Strong writing and editing skills across diverse document types (strategic briefs, technical diagrams, reports, user guides, implementation plans).
  • Ability to interpret and simplify solution design inputs such as Solution XXgn Documents (SDDs) and integration patterns.
  • Experience supporting governance or architecture teams in creating diagrams of complex systems, data flows, and dependencies.
  • Familiarity with version control and collaborative platforms (SharePoint, Git, Confluence).
  • Experience producing governance briefing decks, summary visuals, and dashboard-style progress updates.
  • Experience developing and managing standardized templates for technical documentation and stakeholder communications.
Responsibilities or Duties:
  • Create professional technical and user documentation, including systems and operational procedures.
  • Develop online documentation for internal and external audiences.
  • XXgn and maintain infographics, architecture maps, flow diagrams, and stakeholder visuals.
  • Apply Ontario Candidatealth's documentation standards including branding, AODA compliance, and language guidelines.
  • Collaborate with architects, designers, and governance leads to translate technical content into accessible formats.
  • Support governance and reporting forums by creating briefing notes and dashboard updates.
  • Maintain version control and traceability of all documentation.
  • Publish documentation on portals and collaboration platforms ensuring accessibility and consistency.
  • Ensure alignment with interoperability standards (FHIR, SNOMED CT, LOINC) in all materials.
  • Participate in knowledge transfer activities and cross-functional communications.
Should Have:
  • Excellent verbal, written, and presentation skills.
  • Ability to communicate effectively with both technical and non-technical stakeholders.
  • Strong interpersonal skills and team collaboration experience.
  • Proficiency with office automation suites, authoring tools, and presentation software.
  • Track record of meeting deadlines while managing multiple deliverables.
Skills:
  • Experience with documentation and collaboration platforms such as Azure DevOps, GitHub, ServiceNow Knowledge Base, or MadCap Flare.
  • Knowledge of communications protocols and Ontario Government documentation standards.
  • Knowledge of tools for creation, distribution, and maintenance of technical documentation.
  • Experience publishing content on portals or websites using collaboration tools.
Qualification or Education:
  • Bachelor's degree in Communications, Technical Writing, Information Technology, or a related field.
  • Advanced training or certification in Technical Writing, Knowledge Candidateagement, or Candidatealthcare IT documentation preferred.
Evaluation Criteria:
  • Minimum 5 years experience as a Technical Writer on electronic health-related projects in Canada, preferably in Ontario 20 points.
  • Knowledge of healthcare information systems used throughout Ontario 20 points.
  • Experience working in healthcare administration or healthcare IT 20 points.
  • Experience defining governance, principles, policies, and procedures, and leading business or IT transformation initiatives 20 points.
  • Knowledge of PHIPA and privacy legislation as applied to healthcare IT 10 points.
  • Experience in complex multi-stakeholder environments (public and private) 10 points.
  • Total evaluation criteria 100 points.
