- Provide leadership and strategic oversight for the Town's operational services, including Public Works operations, airport operations, municipal facilities maintenance, and water treatment and related utilities operations.
- Lead and support operational supervisors, including the Public Works Foreman, Facilities Maintenance Technician, and Airport Manager, to ensure effective coordination of teams responsible for infrastructure maintenance, fleet and heavy equipment maintenance and operations, utilities systems, and seasonal operational programs.
- Establish departmental priorities, service standards, and operational plans to ensure reliable and responsive municipal service delivery.
- Oversee the maintenance, repair, and lifecycle management of municipal infrastructure, including roads, drainage systems, fleet and heavy equipment, municipal facilities, airport infrastructure, and water treatment and utilities systems.
- Support the Town's asset management initiatives by providing operational insight into infrastructure condition, maintenance requirements, and long-term renewal priorities.
- Ensure infrastructure systems are maintained in accordance with regulatory requirements, safety standards, and industry best practices.
- Plan, coordinate, and oversee municipal capital infrastructure projects related to roads, municipal facilities, airport infrastructure, and utility systems.
- Manage project timelines, procurement processes, contractors, budgets, and regulatory approvals.
- Provide operational and technical advice to the CAO and senior leadership team regarding infrastructure planning and capital investment priorities.
- Prepare and manage departmental operating and capital budgets related to municipal operations and infrastructure services.
- Monitor expenditures, procurement activities, and financial performance to ensure responsible stewardship of municipal resources.
- Support long-term financial planning related to infrastructure renewal and operational sustainability.
- Ensure departmental compliance with applicable provincial legislation, environmental regulations, and occupational health and safety requirements.
- Promote and maintain safe work practices and operational procedures across all operational services.
- Ensure the safe and compliant operation of the Town's water treatment systems in accordance with applicable regulatory standards.
- Post-secondary education in Engineering, Engineering Technology (C.E.T.), Public Administration, Construction Management, or a related discipline. Equivalent combinations of education and relevant municipal leadership experience will be considered.
- Progressive leadership experience overseeing municipal operations, public works, or infrastructure services within a municipal or comparable public-sector environment.
- Demonstrated experience managing departmental operating and capital budgets and leading municipal infrastructure programs and capital projects.
- Strong understanding of municipal infrastructure systems including roads, municipal utilities, fleet and equipment operations, airport infrastructure, and municipal facilities.
- Knowledge of municipal asset management principles and long-term infrastructure planning.
- Knowledge of relevant Alberta legislation including the Municipal Government Act (MGA), Occupational Health and Safety legislation, environmental regulations, and municipal procurement practices.
- Experience leading and developing operational teams within a municipal or infrastructure-focused environment.
- Professional designations such as P.Eng., C.E.T., A.Sc.T., or related certifications would be considered an asset.
- Align daily operations with long-term municipal strategy and infrastructure planning, ensuring service delivery supports Council's strategic priorities and community growth.
- Strong fiscal management skills, including experience in capital forecasting, reserves planning, and asset lifecycle management.
- Demonstrated experience leading capital infrastructure projects from planning through execution and completion, delivering projects on time and within budget.
- Working knowledge of Alberta municipal legislation and environmental compliance requirements, ensuring regulatory adherence across operational functions.
- Proven ability to lead, mentor, and develop operational teams in a collaborative, accountable, and safety-focused environment.
- Clear and effective communication skills, with the ability to present technical information to Council, senior leadership, and the public.
- Strong problem-solving skills, sound judgment, and adaptability to operate effectively in a northern municipal environment.
