We are currently recruiting for a Senior Manager, Procurement Contracts. Our team includes world class experts and dynamic go-getters. This is a full-time position based in either Markham, Ontario, Oakville, Ontario, Vancouver, BC or Calgary, Alberta.Reporting functionally to the Director Supply Chain and operationally to the Project Director, the Senior Contracts Manager is responsible for overseeing the entire contracts life cycle, from strategy development through execution and close out. This position serves as an integral member of the EPCM leadership team, ensuring contract structures, commercial frameworks, and execution strategies:Safeguard the Client’s interestsFacilitate safe project delivery with certainty in cost, schedule, and qualitSupport Indigenous engagement and local content objectivesThe role progresses from strategy development during the FS phase into comprehensive contract management post-FID, encompassing proactive claims prevention and leadership in dispute resolution.Responsibilities:Lead and manage contracting department team members (contracts formation and contracts administration).Guide contracting strategy throughout the FS / FEL-3 PhaseFormulate and execute contracting strategies across:Earthworks & CivilTunnelling (declines, underground access)Process Plant (Mechanical & SMP)Electrical & Power InfrastructurTailings & Water ManagementLogistics & Camp ServiceDefine optimal packaging approaches:Vertical vs horizontal packagingStrategies to minimize interfacesRisk-based segmentation of scopesAdvice on contract models:Unit rateLump sumTarget priceDevelop contracting quilt and packaging register detailingInterface ownershipFID gatesRisk heat mappingLead market engagement initiativesEOI → prequalification → RFPEarly Contractor Involvement (ECI)Change ManagementCommunicating with client and project team to secure approvals in accordance with established proceduresInteracting with engineering and construction departments to comply with terms, revisions and amendmentsClose outParticipate in contract termination, claims or dispute settlements according to delegated authority, conducting close out review and processing back changes.Commercial & Contract DevelopmentOversee preparation of all contract documentation, including:Instructions to bidders (ITB)General & Special ConditionsScope of Work (aligned with engineering maturity)Commercial schedules (Schedule C equivalent)Pricing structures and bid formsEstablish standardized commercial positions, such as:Payment mechanisms (unit rate / milestone / progress-based)Rules of credit (progress measurement systems)Security requirements (bonding, guarantees)Liquidated damages frameworkChange management protocolsClarify OEM and contractor commercial boundaries:Non-negotiablesRisk caps and liability structuresInterface responsibilitiesProcurement & Award GovernanceOversee full tendering lifecycleBid strategy approval and bidder list developmentBidder engagement and clarification processesCommercial evaluations and normalizationLead negotiationsChair Commercial Evaluation CommitteesEnsure:AuditabilityFairness and transparencyCompliance with EPCM “agent” responsibilitiesLead contract award recommendations and oversee contract executionPost-FID Contract Execution & ManagementEstablish and direct Contracts Management function, supervising:Contracts AdministratorsClaims specialistsCoordination with procurement, construction, and project controlsImplement contract management systems and procedures covering:Change control, Payment certification, Correspondence management, Claims trackingEnsure integration withProject controls (cost & schedule)Materials managementConstruction execution teamsProcurementProactive Claims & Dispute ManagementDevelop and implement proactive claims avoidance strategies, includingEarly identification of risk triggersCommercial risk workshops with contractorsReal-time issue resolution frameworksProvide leadership inClaims evaluation and negotiationDispute avoidance boards (where applicable)Formal dispute resolution processesEnsure robust contract defensibility:Documentation disciplingChange order traceabilitySchedule entitlement alignmentEnsure robust change managementCommunicate with client to secure approvals in accordance with established procedures.Interact with engineering and construction departments to comply with terms, revisions and amendments.Close out: Lead contracts close out or termination, claims or dispute settlements according to delegated authority, conducting close out review and processing back changes.Indigenous & Local Participation IntegrationIntegrate Indigenous participation requirements into contracting strategies:Implement mandatory commitmentsJoint venture or subcontracting expectationsWeighted bid evaluationsAlign contracts with:Impact Benefit Agreements (IBAsLocal procurement commitmentsTrack compliance throughout contract executionRisk Management & GovernanceMaintain the contractual risk register, addressingInterface risksContractor performance risksCommercial exposureSupply chain and logistics risksAllocate risk in accordance withEPCM model (agency-based delivery)Market capacity realitiesSupport lender due diligence by providing:Contracting assumptionsTransparent risk allocationStrong commercial foundationsQualificationsWhat you will bring:
Technical and Industry Experience:
  • 15–20+ years’ experience in contracts and commercial management
  • Significant experience with major mining projects (
$1B capex) * Proven EPCM experience (Owner-side or EPCM contractor)
  • Comprehensive knowledge of:
  • Unit rate and lump sum contracting in minin
  • Tunnelling and underground contract structures
  • Process plant construction contracts
  • Strong understanding of:
  • Canadian construction law and OH&S obligation
  • Indigenous procurement frameworks
  • Experience in:
  • Remote, logistically complex projects
  • Multi-contract execution environments (25+ packages)
  • Advanced field systems, processes, and tools
Education – Qualifications, Accreditation, Training:Required:
  • BA/BS degree in related field or applicable discipline, or equivalent or relevant experience.
Minimum 15+ years of progressive experience in contract administration and contract management, including:Demonstrated experience on mining or mining-related infrastructure projects (e.g., processing plants, tailings facilities, underground or open-pit mine infrastructure).Experience working within EPC and/or EPCM project environments.Strong hands-on experience managing individual contract or construction packages through their full lifecycle.Technical & Professional CompetenciesProven ability to independently manage complex contractual scopes with limited supervision.Strong understanding of commercial risk, change management, claims, and contract close-out processes.Ability to interpret and apply contractual terms, policies, and procedures to real-world execution challenges.Broad knowledge of construction and services contracting within mining and heavy industrial environments.Communication & CollaborationStrong written and verbal communication skills, with the ability to clearly present commercial issues, recommendations, and summaries to project and client stakeholders.Effective negotiator with the ability to influence outcomes while maintaining positive working relationships.Collaborative, team-oriented approach with a strong customer service mindset.Experience working in multi-cultural and, where applicable, multi-national project environments.Commitment to Zero Harm and ethical business conduct.High level of personal accountability, integrity, and professionalism.Results-driven, detail-oriented, and adaptable in fast-paced project environments.Strong alignment with Worley values, including customer focus, integrity and trust, action orientation, and dealing effectively with change.For applicants based in the province of Ontario, the salary range is $140K to $160K CAD.For applicants based in the province of BC, the salary range is $144K to $170K CAD.Application of the pay band: Variation in salary is determined by factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.Please note: No agency representation or submissions will be recognized for this vacancy.Worley is committed to providing a fair and equitable hiring process for all applicants.
