- Work with management, site superintendents, foremen, and site safety personnel to ensure Pagnotta safety is constantly improving and evolving.
- Correct unsafe acts or conditions through the regular line of authority.
- Communicate relevant information to the appropriate personnel to constantly improve Pagnotta H & S processes and systems.
- Reduce employee injury and illness related costs, including medical care, modified duty, and disability benefit costs through Modified Duty program.
- Ensure each site, new and existing, meets all legislative requirements.
- Ensure adequate safety supplies are at each site, inspect fire extinguishers, and inspect first aid kits. (Complete Site Safety Requirements Form).
- Respond to employees’ safety concerns.
- Responsible for monitoring and assessing hazardous and unsafe situations.
- Develop measures to assure personnel safety.
- May exercise emergency authority to prevent or stop unsafe acts when immediate action is required.
- The Safety Advisor maintains awareness of active and developing situations including job progress which may lead to new or additional risks.
- Incidents — When an incident occurs, ensure adequate first aid equipment and personnel are on scene to minimize the damage from the incident.
- For all incidents, follow Accident Investigation Procedure.
- Report incident to Director EHS, Superintendent and Project Manager
- Train employees in incident investigations
- Review all incident reports to ensure accuracy, completeness and evaluate actions taken.
- Ensure that government reports are completed within legislated timelines.
- Determine the need for policy and procedure change as a result of the investigation process.
- Ensure Corrective Actions are implemented to minimize the damage and prevent reoccurrence of the event, ensure all corrective actions are implemented.
- Ensure all paperwork is adequately filled out, including WCB reports, Incident Investigation report, etc.
- Assist and work with any employees that are on Modified Duties/ Return to Work
- Statistics — Keep accurate records for each site:
- Coordinate safety meetings with site safety personnel as applicable and attend and participate in health and safety meetings on site.
- Perform inspections, toolbox talks and safety meetings (weekly)
- Ensure inspections, investigations, FLHA’s and all necessary paperwork is completed, submitted, and filed appropriately.
- Ensure all H & S paperwork meets the requirements for COR audits.
- Submit Health & Safety report to Pagnotta management (weekly / monthly)
- Evaluate worksite operations, assessing the risks involved and provide solutions to hazards:
- Ensure controls mentioned in inspections, toolbox talks and on FLHA’s are implemented.
- Report hazards and make written recommendations for superintendent and / or foreman.
- Assist in reviewing and implementing the safety and health program for the project.
- Listen to and bring forward worker concerns.
- Prepare emergency response plans.
- Review safe work procedures for the task with applicable workers and ensure subtrades are following their SWP’s.
- Support the development and implementation of OHS policies and programs.
- Advise and instruct on various safety related topics (noise levels, use of machinery, etc.).
- Conduct risk assessment and enforce preventative measures.
- Conduct job hazard analysis
- Ensure preparation and implementation of Site Safety and Health Plan (SSHP).
- Review site emergency management plan
- Train and carry out drills and exercises on how to manage emergency situations.
- Ensure all inspection logs are maintained for all equipment including crane, rigging, hoisted equipment, mobile equipment, etc.
- Participate in planning meetings to identify any health and safety concerns inherent in the operations daily work plan.
- Inspections
- Periodically inspect tools and equipment for damage
- Verify compliance with maintenance policies.
- Complete formal inspections in your areas of responsibility (weekly)
- Complete “Site Safety Requirements” checklist monthly
- Provide guidance to management and supervision regarding the inspection process.
- Review inspections for trends relating to site conditions and common issues.
- Complete fuel storage inspections checklist
- Complete Engineered Equipment Inspection Weekly
- Provide training on how to complete inspections.
- Ensure pre-op inspections are conducted on all PME.
- Ensure operators of PME are certified.
- Completed inspections will be reviewed with the site supervisor and deficiencies addressed.
- Copies of the inspections will be forwarded to management for review.
- Investigations
- Participate in investigations where required or requested.
- Train employees in incident investigations.
- Lead investigations into serious incidents.
- Review all incident reports to ensure accuracy, completeness and evaluate actions taken.
- Ensure that government reports are completed within legislated timelines.
- Determine the need for policy and procedure change as a result of the investigation process.
- Personal Protective Equipment
- Conduct workplace hazard assessments to determine the presence of hazards that necessitate the use of PPE.
- Maintain records on hazard assessments.
- Ensure that PPE standards are developed for the tasks performed.
- Include PPE use as a component of work site inspections.
- Provide guidance on the proper selection and purchase of approved PPE.
- Provide training and technical assistance to supervisors and workers on the proper use, care, and cleaning of approved PPE.
- Periodically re-evaluate the suitability of previously selected PPE
- Review, update and evaluate the overall effectiveness of the PPE Program.
- Report to management on all aspects of the PPE program
- Follow the applicable Code of Practice for all specialized PPE.
- Environmental:
- Follow established environmental policy, procedures and practices including Ground Disturbance Code of Practice
- Ensure spill kit is available and adequately stocked as per “Site Safety Requirements” checklist
- Ensure that established environmental policies are administered in all areas of business
- Support training and information awareness programs for all field operations.
- Ensure that employees and subcontractors are aware of and effectively proactive the policies and procedures set out in the environmental protective plan
- Participate in investigations here required and or requested
- Lead investigations into serious environmental incidents
- Provide support to all employees of Pagnotta
- Review environmental incident investigations reports to ensure accuracy, completeness and evaluate actions taken
- Ensure regulatory reports are completed within legislated time frames,
- Determine the need for environmental procedure and / or policy changes as a result of incidents.
- Inspect the site to ensure it is a hazard-free environment.
- Coordinate registration and removal of hazardous waste.
- Monitor Subtrades
- Project Safety Management Plan
- Ensure all applicable Safe Work Plans are submitted satisfactorily to Pagnotta and meets our requirements (Fall Pro, Exposure Controls, etc.)
- Ensure Pagnotta receives all necessary documentation (SDS, Training Certs., Safety Manual, SWP’s, etc. (Weekly Safety Reports, Incident Investigations, Site Inspections & Investigations)
- The Safety Advisor reviews and approves all subcontractor’s safety plans.
