Job DescriptionWhat is the opportunity?The Global Economic Sanctions (GES) team is a unique function within the Financial Crimes Unit that provides support to Global AML Compliance and other Business Units at an enterprise level for Canadian, US, UK, EU and APAC economic sanctions. You work closely with your GES colleagues and colleagues in other teams, including those located in other jurisdictions.As Director, you manage key functions of the sanctions program to ensure that regulatory requirements are well documented and are consistently applied across the jurisdictions in which RBC operates. You document amendments or new sanctions regulations and the approach taken by GES for audit purposes and manage the end to end sanctions risk assessment process for Financial Crimes. You work with the Risk Strategy Group to manage the deployment and execution of the Enterprise Sanctions Inherent Risk Assessment and Controls review, including the publication of related reports. You are responsible for overseeing GES management reporting and tracking outstanding issues and controls. You will liaise and assist with the co-ordination of oversight testing and audit of GES functions. You will co-ordinate quarterly update meetings with global stakeholders, and assist in the development of training materials for the GES team.What will you do?
  • Act as a subject matter expert at the enterprise level for Canadian, US, UK, EU and APAC economic sanctions
  • Ensure that information contained within the regulatory compliance management tool is complete, accurate and up to date for various jurisdictions. This includes all related sanctions regulations and controls
  • Assess and review sanctions policies and procedures developed by global business units and/or local compliance teams; manage updates to policies and procedures and ensure timelines are met
  • Review and recommend amendments to the enterprise sanctions policy and standards based on knowledge of the global sanctions environment and consolidate feedback from colleagues
  • Recommend changes to the sanctions annual training content at the enterprise level and for local compliance teams, proactively identify training opportunities and engage with stakeholders to develop/amend training content
  • Effectively manage the quarterly sanctions update conference calls with domestic and international AML compliance teams and to recommend enhancements to the process
  • Oversee the collection and production of sanctions related metrics, KPIs and ongoing dashboards and management reporting
  • Tracking and recording sanctions related issues including progress of action plans until issues are closed and working with the Governance team on Enterprise Issues Management
  • Maintaining an inventory of sanctions related controls
  • Through the engagement of Financial Crimes Governance and Global Program Management, act as a subject matter expert for projects that involve Economic Sanctions which may include Operational Risk and Enterprise Compliance
  • Assisting Financial Crimes Oversight and Testing review of GES, and co-ordination of Internal Audit examination of GES
  • Manage the annual end to end sanctions inherent risk assessment process for the Financial Crimes.
What do you need to succeed?Must have7-10 years proven Financial Industry Compliance or legal Experience (the latter in house or external), ideally including sanctions experience. * Legal Education or equivalent experience directly related to interpreting sanctions regulatory requirements;
  • Experience in Regulatory Risk Management and Financial Services
  • Excels in a high paced, high pressured environment
  • Strong written and oral communication skills
Nice to have
  • LL.B or Master’s Degree in International Relations/Development or Master’s of Business Administration
  • ACAMS certification or ACSS sanctions certification
