Elections Manitoba is an independent office of the Legislative Assembly responsible for securing the democratic rights of Manitobans through the conduct of free and fair elections, and through the administration and enforcement of campaign finance legislation for political participants.All members of the office provide professional and non-partisan public service, independent from government and free from political influence, to enhance public confidence in the electoral process. The work of the organization is complex, dynamic, and time sensitive.The Information Technology (IT) department at Elections Manitoba is responsible for enterprise architecture, ensuring alignment between business strategy and IT infrastructure, systems, and data. The department oversees the design, maintenance, security, integration, and performance of telecommunications, applications, and systems that support both corporate and electoral service delivery. The environment operates as a hybrid model, incorporating both cloud-based and on-premises infrastructure. Core technologies include Microsoft Azure cloud services and Fortinet FortiGate network security solutions. It also ensures robust cybersecurity, data governance, and system integration to meet legislative and operational requirements.Position Overview
The Director, Information Technology is a member of the Senior Leadership Team (SLT) and is accountable for both overseeing and directly contributing to the design, security, and performance of Elections Manitoba's IT infrastructure, systems, and services.Reporting to Deputy Chief Electoral Officer, this role ensures alignment with the organization's strategic plan and legislative mandate. The Director translates organizational needs into enterprise-wide technology solutions that support both corporate operations and the delivery of elections across the province.Working collaboratively with the SLT, the Director supports efficient and secure service delivery, ensures system reliability and integrity, and leads the evolution of enterprise architecture to meet the needs of end users and stakeholders.Key Responsibilities
  • Lead election readiness as the top priority, ensuring all systems, infrastructure, and processes are fully prepared to deliver provincial elections and maintain a continuous state of operational readiness.
  • Provide hands-on leadership and oversight of IT operations, including infrastructure, networks, applications, and end-user systems supporting both corporate functions and election delivery across 57 local offices.
  • Translate organizational and legislative requirements into practical, secure, and reliable technology solutions that enable efficient and accurate electoral processes.
  • Oversee and support the software development lifecycle and performance of critical election systems, ensuring data integrity, system reliability, and timely results reporting.
  • Lead, mentor, and develop a small, specialized IT team, fostering accountability, collaboration, and a strong service-oriented culture.
  • Manage key vendor and contractor relationships, ensuring delivery of clear, actionable outcomes and effective support during election events.
  • Establish and maintain robust cybersecurity and risk management practices to protect sensitive electoral systems and data.
  • Monitor operational performance and risks, escalating issues to senior leadership with clear, concise, and solution-oriented recommendations.
  • Lead departmental planning and resource management, including budgeting and prioritization, to support operational and election requirements.
  • Collaborate with the Senior Leadership Team and provide practical, strategic advice to the CEO and DCEO on technology, risk, and operational readiness.
Qualifications and Experience
  • Post-secondary education in a technology, business, or related discipline, or an equivalent combination of education, training, and experience.
  • Extensive hands-on experience in IT infrastructure, networks, systems, and operations within a complex, service delivery environment.
  • Demonstrated experience leading IT operations in high-pressure, time-sensitive environments with multiple moving parts and hard deadlines.
  • Strong technical foundation across areas such as networks, system integrations, enterprise applications, and end-user computing.
  • Proven leadership experience managing and developing small, specialized technical teams, including direct oversight of people and resources.
  • Experience managing external vendors and contractors, with the ability to translate technical outputs into clear, actionable recommendations.
  • Demonstrated ability to assess risks, troubleshoot issues, and provide practical, solution-oriented guidance to senior leadership.
  • Strong communication skills with the ability to clearly convey complex technical information to non-technical stakeholders.
  • Demonstrated political acumen and experience advising senior leadership on complex, sensitive, or high-risk issues.
  • Experience in cybersecurity oversight and risk management practices is required.
  • Proven commitment to fostering a respectful, inclusive, and high-performing team environment.
Work Environment and Compensation
  • Salary range of $ $92,107 - $124,978 commensurate with experience, plus benefits.
  • Full time position in office
  • Must be legally entitled to work in Canada.
  • The incumbent must be, and remain, politically non-partisan in both perception and fact.
  • Must provide and maintain a satisfactory criminal record check.
  • Must be willing and able to work evenings, weekends and overtime as required to meet operational needs during election periods.
