Team (App Development) Lead, IMITSIMITS Business SolutionsBurnaby, BCThe Team Lead, IMITS reports to the Manager/Director and is responsible for planning, development, implementation, integration, operational support and future enhancement of all solutions for a designated portfolio within Information Management Information Technology Services (IMITS) that provides services to Vancouver Coastal Health (VCH), Providence Health Care (PHC), and Provincial Health Services Authority (PHSA). The Team Lead is responsible for both the day-to-day operations and leading assigned projects for the portfolio. Directly supervises team members with technical expertise, provides guidance and direction as applicable, mentors staff, and assists the Manager/Director with the hiring, disciplining, and scheduling of staff and other resources. The Team Lead is also responsible for the delivery of service level and project reporting for designated services.What you’ll do
  • Ensures systems/services are supported with the highest levels of service availability and performance. Coordinates the activities of staff and resources to ensure they are effectively utilized. Contributes towards continuous growth of the team through coaching and mentorship of staff and identification of new opportunities.
  • Leads design, development and maintenance of any new ASP.Net / C# and VB.Net applications; new SPAs, using Angular and REST APIs or new cloud solutions using native AWS services and frameworks.
  • Ensures problem resolution and customer satisfaction through ongoing communication with all levels of stakeholders within the organization and by developing and maintaining productive working relationships with project sponsors and key system users.
  • Leads and coordinates the release and technical change management across variety of stakeholder groups like regional health authorities, vendors, agencies, and sites.
  • Leads effort to maintain existing applications, develops and documents software customizations.
  • Leads the analysis of the current state and future requirements for the designated application/service. Initiates the development of specific goals and objectives. Accountable for identifying business and system impacts of changes and defects within complex and integrated solutions.
  • Provides leadership, guidance and supervision of staff using effective leadership techniques (e.g., coaching, mentoring, skills and leadership development and performance management). Provides staff training and orientation as required. Participates in staffing decisions related to recruitment, retention, discipline, and termination.
What you bringQualifications
  • A level of education, training and experience equivalent to a Bachelor of Science Degree in Computer Science, engineering or related field, plus five (5) years recent related experience in a systems environment. Minimum two (2) years recent experience in a leadership role.
  • Proven hands-on specialized experience in an integrated environment with related applications/systems. Strong enterprise-level experience in the administration and implementation of applications/services in a large-scale environment. Relevant certification such as those provided by Microsoft, Amazon, ITIL, and PMI would be an asset.
  • Experience building on AWS using AWS Lambda, S3, API Gateway, Kinesis, SNS, DynamoDB, Elastic Search Service; developing .NET web forms and writing C#/VB.Net code to access data and databases. Delivered one or more production web applications (500+ users) using a modern JavaScript framework (React, Angular, Backbone, Ember, Meteor). Experience in developing MS SQL Server databases and custom stored procedures as well as experience in producing documentation including Requirements, Design, Use Case and Test Plans.
  • Expert knowledge and understanding of technologies and strategies, including the design, development, testing, implementation and support functions related to a variety of applications/services. Excellent interpersonal, oral, and written communication skills with the ability to communicate complex ideas in simple terminology. Ability to understand and clearly relate technical information and principals of operation to other members of the organization. Ability to analyze operational problems and recommend innovative solutions, demonstrating time management skills. Proven ability to plan and execute complex projects with stringent budgets and timelines. Ability to supervise staff, provide guidance, coordinate work and resources, and evaluate performance in an unionized environment.

  • Supports team members on their learning journey, ensuring education strategy for team/department to implement Indigenous Cultural Safety at a practical level.
  • Works collaboratively with appropriate Indigenous teams/departments to ensure ICS lens applied holistically.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).

Job Type: Regular, Full-TimeSalary Range: $86,398 - $124,197 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
