Duration: 12 MonthsRole SummaryA public sector organization is seeking a Change Management Specialist to support a complex, multi-stream transformation initiative. This role will provide business-side change management support to help prepare stakeholders for upcoming changes, support pilot and broader rollout activities, and drive successful adoption of new processes, tools, and ways of working.The Specialist will collaborate closely with program leadership, business leads, subject matter experts, and technical teams to develop and execute change management strategies and deliverables that support readiness, communication, training, and adoption across impacted stakeholder groups.Purpose of the RoleThe Change Management Specialist will design and deliver structured change interventions to support program implementation. Responsibilities include assessing stakeholder impacts, developing communication and engagement materials, creating training content and end-user support tools, coordinating readiness activities, and tracking change-related risks and adoption metrics.This role requires adaptability to evolving priorities and timelines, while supporting both initiative-specific and broader program-level change management needs. The successful candidate will ensure strong stakeholder preparedness, clear communication, and effective training to enable smooth adoption across impacted groups.Key Responsibilities
  • Support the development and execution of the change management strategy for the initiative.
  • Develop key change management deliverables such as stakeholder assessments, impact assessments, readiness plans, communication plans, and adoption materials.
  • Create training and learning products including presentations, facilitator guides, job aids, process documentation, FAQs, and end-user support materials.
  • Coordinate training activities including audience identification, training needs analysis, delivery approach, and scheduling.
  • Develop and deliver clear, professional communication materials for various stakeholder groups including leadership and program teams.
  • Support stakeholder engagement sessions, workshops, and alignment meetings.
  • Translate technical and project changes into business-friendly messaging and training content.
  • Track change activities, risks, issues, dependencies, and provide status updates.
  • Support readiness and rollout planning for pilot phases and full implementation.
  • Contribute to the development of adoption metrics and evaluation approaches.
  • Ensure alignment with governance requirements and overall program roadmap.
Must Have Qualifications
  • Minimum 7 years of experience developing and delivering training materials (documentation, e-learning modules, training videos).
  • Minimum 7 years of experience creating effective stakeholder communication materials.
  • Minimum 7 years of experience in change management, applying methodologies, principles, and tools to support transformation initiatives.
Nice to Have Qualifications
  • Certification in a recognized change management methodology (e.g., Prosci).
  • Minimum 5 years of experience in readiness programs, training, or stakeholder engagement.
  • Minimum 5 years of experience leading change management and communication planning.
  • Experience working with public sector IT environments, shared services, or enterprise applications.
  • Experience working closely with business stakeholders, including activities such as:
  • Conducting interviews
  • Performing impact analysis
  • Developing communication plans
  • Supporting change execution
  • Creating vision or strategy documents
  • Experience supporting digital transformation initiatives within a government environment.
