Job Title: Civil Project Engineer – Nuclear New BuildJob DescriptionThe Civil Project Engineer supports a major nuclear new build program by rigorously reviewing and accepting design and engineering calculations from design service partners, with a strong focus on constructability, quality, and compliance. You act as the technical gatekeeper between design partners and the end client, ensuring that all civil and structural designs are practical to build, aligned with nuclear and regulatory requirements, and ready to support safe and efficient construction, commissioning, and turnover.Responsibilities
  • Review, assess, and accept civil and structural design deliverables and engineering calculations from design service partners, focusing on constructability, technical accuracy, and compliance with project requirements.
  • Serve as the stop gate for design deliverables, identifying and resolving issues before they reach the end client.
  • Evaluate design requirements, quality expectations, and technical criteria for inclusion in purchase orders and contracts.
  • Collaborate closely with site engineering teams and construction leadership to ensure that designs are constructible, practical, and aligned with field conditions.
  • Support proposal development for nuclear engineering services and engineered equipment, contributing technical expertise during the pre-award phase.
  • Prepare and review technical scopes of work, specifications, and requests for quotation (RFQs) for engineering and vendor services.
  • Evaluate engineering and vendor bids, including reviewing technical content, cost estimates, and labor estimates for accuracy and completeness.
  • Support technical risk assessments and constructability reviews during proposal and early project phases.
  • Participate in proposal handover and project kickoff activities to ensure a smooth transition from bid to execution.
  • Review client specifications, licensing basis, and design requirements to ensure alignment with project objectives and regulatory expectations.
  • Define and manage the scope and oversight of design service partners (DSPs), ensuring they meet contractual and technical obligations.
  • Identify engineering and regulatory risks and support the development and implementation of mitigation strategies.
  • Monitor engineering progress, schedules, and deliverables, and escalate issues that may impact project milestones.
  • Lead and participate in design reviews, site walkdowns, and constructability assessments to validate design assumptions against field realities.
  • Review, approve, and issue engineering documents and technical specifications within your professional engineering authority.
  • Ensure all designs meet contractual obligations, regulatory requirements, and nuclear quality standards.
  • Serve as the primary engineering point of contact during construction, supporting site teams with timely technical guidance.
  • Review and issue design revisions and clarifications to support field execution and resolve constructability or interface issues.
  • Support resolution of engineering issues, non-conformance reports (NCRs), and field changes, coordinating with design partners and site teams.
  • Review construction work packages for design compliance, completeness, and clarity before release to the field.
  • Provide technical leadership and mentorship to project staff, with the potential to lead and mentor additional engineers after the initial assignment period.
  • Support the development and execution of commissioning plans for civil and structural scope.
  • Participate in commissioning activities, including inspections, testing, and troubleshooting, to verify that systems and structures perform as designed.
  • Review and accept test results and commissioning documentation for civil and structural systems.
  • Support the review and acceptance of final as-built documentation and system turnover packages to the client.
Essential Skills
  • Professional engineering (P.Eng) designation in Civil or Structural Engineering.

  • At least 5 years of experience in nuclear or power generation projects, specifically within civil and structural disciplines.
  • Demonstrated experience working on projects with a total value of over $100 million.
  • Hands-on experience with civil and structural scope related to structural works, balance of plant, tunnel boring, and utility tie-ins.
  • Proven ability to review, interpret, and accept engineering calculations, drawings, and technical specifications.
  • In-depth knowledge of Canadian nuclear codes and standards, including N299, N285, and CSA N286, as well as relevant civil and structural standards.
  • Ability to lead and participate in design reviews, constructability assessments, and site walkdowns.
  • Strong technical judgment and attention to detail to act as a quality gate for design deliverables.
  • Effective communication skills to collaborate with design partners, site engineers, construction leadership, and project stakeholders.
