- Facilitate and oversee Threat and Hazard Identification and Risk Assessment (T/HIRA) activities across the program, ensuring assessments are conducted in accordance with approved requirements and are applied throughout the project lifecycle.
- Provide subject matter expertise, advice, and guidance on construction health and safety risk management, with a specific focus on hazard identification, critical risk controls, and risk reduction strategies.
- Works collaboratively with contractors to confirm that the measures set out in T/HIRA outputs are effectively implemented.
- Plan and conduct periodic reviews, assessments, and audits of T/HIRA processes, documentation, and implementation to verify conformance with program requirements to identify systemic issues.
- Support the identification, tracking, and verification of corrective actions, including participation in effectiveness verification activities to confirm that implemented controls adequately address identified hazards and risks.
- Prepare and deliver management‑level reports that summarize T/HIRA outcomes, emerging risks, trends, and systemic issues, and recommend items for escalation to appropriate governance and decision‑making forums.
- Coach, mentor, and support the development of safety and project personnel, promoting consistent application of T/HIRA principles, strengthening risk competency, and contributing to succession and capability building within the program.
- BA/BS + 4 YORE or demonstrated equivalency of experience and/or education.
- Typically, a minimum of 7 years of professional experience in on-site health and safety role (risk, compliance, inspection, coordinator, onboarding and training, and/or reporting).
- Diploma/certificate in health and safety and/or equivalent training experience.
- Experience in working within construction environments, major infrastructure/aviation program experience is considered an asset.
- Experience in conducting comprehensive risk assessment processes to identify, analyze, and prioritize potential risks across operational, health, safety, and security domains to minimize organizational exposure.
- Demonstrable experience in developing and implementing effective health and safety management plans.
- Strong knowledge of construction legislations, regulations and industry best practices.
- Strong stakeholder management skills and comfortable in working with the owner, consultants, and contractors.
