- OPERATION SUPPORT
- Accountable for Transit’s safety and security protocols and procedures remaining up to date and in compliance with the Occupational Safety and Health Act.
- Determine required training and ensure safety and security audits are conducted to identify, mitigate, and respond to risks.
- Liaise with the Ministry of Labour, Training and Skills Development (MLITSD) to address concerns, work refusals and investigations. Actively participate in management decisions regarding MOL orders, visits and critical injury investigations and reporting.
- Actively participate and represent Brampton Transit on local, regional, provincial, and federal committee(s) and task force(s) related to safety and security.
- Lead the development of safety and emergency preparedness systems, standards, policies, and processes, ensuring coordination amongst stakeholders and compliance with legal requirements.
- Lead the development of transit’s safety and security strategic plans and operating framework in collaboration with senior leaders. Researches and analyses federal, provincial and local regulations, designs, methods and procedures and makes recommendations as per best practices.
- Recognize emerging trends and develop, recommend and implement proactive strategies to reduce, eliminate or contain safety and security risks. Develops and maintains a comprehensive risk registry related to safety, security, and regulatory compliance.
- CUSTOMER SERVICE
- Advocate a culture of health and safety as a primary goal for day-to-day operations across the organization in collaboration with senior leaders.
- Participate on committees and provides broad leadership for initiatives that address critical safety, environment, or emergency management matters, and supports other similar corporate committees where input from a safety, security or emergency perspective is required. Including but not limited to the Joint Health and Safety Committee and Transit Security Committee.
- COMMUNICATION AND REPORTING
- Monitor and report in a timely manner on corporate-wide issues to ensure that the appropriate persons (e.g. staff, Council, Senior Leaders) are aware of the status.
- Interface with staff and external stakeholders in the interest of issues management and resolution and facilitate the necessary actions. Provide professional support to cross-corporate committees as required.
- Research and provide expert opinions as a subject matter expert in the field of safety, security, security systems, business continuity, and emergency preparedness.
- Foster continuous improvement and innovation, including implementation of best practices.
- Develop and present quarterly Health and Safety metrics reports to the senior leadership team and make recommendations.
- Prepare reports, presentations and updates to senior management and council including briefing notes which may include information that is sensitive and/or confidential in nature.
- CORPORATE CONTRIBUTION
- Provide counsel and support to all levels of management as it relates to safety, security and emergency management.
- Maintain knowledge of collective agreements, City policies and practices, legislation, regulations and Standard Operating Procedures (SOPs).
- Actively liaise with Brampton Corporate Security Services team and participates as Vice-Chair of the Brampton Transit Security Committee.
- Participate as a member of cross-functional team.
- A degree or diploma in occupational health and safety from a post secondary institute and/or Canadian Registered Safety Professional (CRSP) designation or a combination of education training and experience deemed equivalent.
- Demonstrated experience in risk assessment and supporting analytics
- 3-5 years of related experience at progressive levels leading an operations/service support area for safety, and/or security, and/or emergency management preferably within the transit industry.
- Thorough Knowledge of Municipal, Regional, Provincial and Federal Governments and applicable Legislations is an asset.
- Well-versed in the Occupational Safety & Health Act and applicable regulations. Must have knowledge of, or become familiar with upon hiring, all relevant legislations pertaining to municipal transit operations.
- Experience implementing evidence-based programs designed to provide metrics and measures to evaluate successes and highlight areas requiring mitigation strategies.
- Ability to identify business needs, initiate and coordinate project resource requests.
- Ability to assess, design and conduct customized training programs in both unionized and non-unionized environments.
- Previous experience consulting and advising Joint Health and Safety Committees (JHSC) is required.
- Proven experience liaising with the Ministry of Labour, Training and Skills Development pertaining to inspections and ensuing orders. Knowledge of Ministry of Transportation Driver Certification program is preferred.
- Solid Customer Service and People Management skills; Interface with internal and external customers to meet corporate service standards.
- Solid Organizational skills; Detail oriented, well organized able to coordinate activities and tasks meeting conflicting priorities and timelines.
- Computer proficiency in Microsoft office/software.
- Solid strategic planning skills, with the ability to also establish effective targets and measures and monitor achievement of results in reporting areas.
- Advanced problem solving and decision-making skills to address contentious and/or politically sensitive issues, and ensure collaborative problem solving and issue resolution at the enterprise level.
- Ability to obtain Government of Canada CSIS Level II (Secret) security clearance.
