** This position has been designated bilingual, where English and French are essential. **** While priority will be given to qualified candidates who meet this bilingual linguistic profile, we welcome applications from candidates who may not meet this bilingual requirement. **The Manager, Project and Program Management Services, leads the delivery of project and program management (PPM) services at the site level or at the project and program level. The incumbent provides functional support for PPM services, leads PPM service line development and supports the training and development of employees. The Manager ensures the quality of PPM service line deliverables, communicates important service line information, supports quality assurance processes at the site level or at the project and program level, and assists with verifications to assess compliance with best practices and the service line’s quality management system. The incumbent monitors and controls overall service delivery for Client-Partner projects and programs, including collecting, measuring and disseminating performance information, while tracking progress and assessing overall program needs. Leading a team of professionals, the incumbent manages the human resources responsibilities for the team, as well as the Client-Partner relationship. The Manager develops creative solutions, promotes collaboration within the service line, and ensures the quality and timeliness of deliverables.KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:
Primary
  • Apply and promote project and program management principles of stewardship, team, stakeholders, value, systems thinking, leadership, tailoring, quality, complexity, risk, adaptability, and change
  • Lead the delivery of project and program management services within the performance domains of stakeholder, team, development approach & life cycle, planning, project work, delivery, measurement, and uncertainty
  • Lead the delivery of program management services within the program management activities of integration, communications, change, financial, information, procurement, quality, resource, risk, schedule, and scope at the site level or at the project and program level
  • Coordinate planning and project and program work with Client-Partner representatives
  • Support and/or lead business development activities, ensuring that PPM service line-specific activities are considered when responding to Client-Partner requests
  • Monitor service line competencies of project and program team members, identify and develop training requirements and implement training to achieve delivery standards
  • Ensure dissemination and understanding of PPM service line communications within project and/or program teams
  • Provide PPM service line input to service level arrangements
  • Evaluate, upon request, job candidates’ PPM technical capabilities
  • Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
  • Ensure quality standards are met, in line with corporate and Client-Partner expectations
  • Perform human resources functions (e.g. coach, supervise, mentor, plan and allocate resources, manage performance)
Other
  • Integrate other service line and security considerations to ensure successful planning of projects and programs
  • Assist business units with needs assessment and resource planning
  • Participate in national and regional service line initiatives
  • Conduct site, regional and national training
  • Other duties as assigned
SKILLS
General and Specific Knowledge
  • Best practices, methods, trends and legislation in project and program management, real property, environmental and construction services
  • Best practices and trends in strategic planning, financial management and human resources management
  • Client-Partner project and program management policies and procedures
  • Treasury Board of Canada Secretariat policies and procedures
Formal Education and/or Certifications(s) and Experience
  • Minimum: university degree in engineering, architecture or related field with eight years’ relevant experience, or the equivalent
  • Preferred: project and program management certification

WORKING CONDITIONS
  • Typical office environment with routine travel
  • Some work may be located on construction sites; incumbent may occasionally be required to wear basic safety equipment
