- Lead complex evaluation engagements, overseeing all phases from scoping and methodology design through to reporting and presentation.
- Develop and apply tailored evaluation frameworks to assess program performance, impact, and opportunities for improvement.
- Manage multi-disciplinary teams and provide technical oversight to ensure quality and consistency of deliverables.
- Advise senior management officials and executive teams, synthesizing evidence into clear, actionable recommendations.
- Engage in business development efforts, including proposal writing, client outreach, and contributing to thought leadership on evaluation and performance measurement.
- Mentor and coach team members, building evaluation expertise and fostering a collaborative, high-performance culture.
- Advance ESG (Environmental, Social, and Governance) practices, applying evaluation methods to assess and improve sustainability and equity outcomes.
- Use data analytics and digital tools to enhance the rigor and insightfulness of evaluations.
- Assessing the impact of multi-billion-dollar government programs on the housing sector in Canada as well as assessing the risk of climate change impacting the availability of affordable housing.
- Identifying international best practices in social innovation and finance and assessing the opportunity to leverage these opportunities to support the Canadian arts sector.
- Reviewing economic development supports and funding programs for Indigenous populations in Canada and providing recommendations for opportunities for improvement.

- Bachelor’s degree from a recognized university in business administration, public administration, economics, political science, social sciences, or a related field; a master’s or post-graduate degree is considered an asset.
- Designation as a Credentialed Evaluator (CE) or equivalent, or willingness to pursue one.
- 8–10+ years of progressive experience in program evaluation, value-for-money audits, and/or performance measurement projects.
- Experience with evaluation methods, logic models, performance frameworks, and outcome measurement.
- Strong consulting acumen, including proposal development, stakeholder engagement, and client relationship management.
- Exceptional communication skills – written, verbal, and presentation – with experience reporting to senior leadership.
- Project and team management expertise, with a proven ability to lead complex, multi-stakeholder projects.
- Eligible for Government of Canada security clearance.
- Bilingualism (French and English) is considered an asset.
