
Senior Manager, Strategic Procurement - Procure to Pay

- Leading the enterprise-wide design, implementation, and ongoing governance of procure to pay strategies, policies, technologies and processes—ensuring alignment with regulatory requirements, organizational values, and ESG commitments.
- Overseeing the centralized procure to pay function to support the efficient procurement of goods and services (~$180M annual spend), including IT software and services, professional services, business supplies, and operational equipment.
- Embedding environmental and social impact considerations into procure to pay activities, supporting Vancity’s broader ESG goals and values.
- Partnering with LOBs to ensure procure to pay practices support a consistent and compliant approach to third-party arrangements, while providing strategic advisory support.
- Ensuring procure to pay practices comply with OSFI B-10 and BCFSA third-party risk expectations and are integrated within Vancity’s Risk Appetite Framework.
- A post-secondary degree in Business, Supply Chain, Finance, or a related discipline, A graduate degree in Business or Leadership (MBA, MA) is strongly preferred.
- 7–10 years of progressive experience in procurement or supply chain, with 3–5 years in a strategic leadership role.
- A combination of professional procurement, project management, business process or related designations (e.g., CBPP, PMP, NISCL-CSCL, MCIPS, SCMP) is required.
- Experience with Source to Pay and ERP systems (e.g., Microsoft Dynamics, SAP, Workday, Ivalua, Coupa).
- Expertise in designing and optimizing business processes across the Source-to-Contract (S2C) and/or Procure-to-Pay (P2P) lifecycle.
- Experience embedding ESG, sustainability, or social impact principles into procurement strategies is a strong asset.
- In-depth knowledge of third-party risk, vendor governance, and regulatory frameworks in financial services (e.g., OSFI, BCFSA).
- Strong experience in contract management, negotiations, and regulatory/board reporting.
