- Provide strategic oversight and direction to financial, commercial, technical, and legal contributors throughout all project procurement and delivery phases
- Lead comprehensive contract administration, including the technical engineering evaluation of progress claims, applying performance adjustments, and certifying invoices for payment
- Manage the end-to-end change order process, assessing commercial and technical implications, drafting necessary language, and negotiating contract modifications
- Develop and execute defense strategies for claims in close collaboration with the City Law branch, including assessing claim validity and leading formal dispute resolution procedures
- Determine the validity, monitor, and mitigate potential and established relief events and force majeure events to maintain contract integrity
- Proactively monitor and manage all project risks, providing specialized engineering expertise and strategic technical advice on procurement and constructability
- Ensure rigorous contract compliance through the oversight and auditing of submittal review, quality assurance, and project reporting processes
- Assess and address non-technical functional compliance, including adherence to schedule, cost control, environmental impacts, and health and safety requirements
- Act as the City's technical project representative, applying systems engineering approaches to resolve complex interdisciplinary issues and liaising with utility companies and
- Bachelor’s Degree in a related field of Engineering
- Minimum of 7 years of progressively responsible experience combining engineering practice and project management
- Experience with diverse contract delivery methodologies, including P3s, Design Builds, and Design-Build Finance, coupled with proven expertise in dispute resolution and claims processes
- Must be a Professional Engineer (P.Eng) in good standing and registered with APEGA. Applicants in a different Canadian jurisdiction eligible for Inter-Provincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment
- Graduate degree in project management or MBA
- Coursework or professional certification in financial management, project accounting, contract administration, and claims resolution
- Technical Expertise and Regulatory Compliance: Demonstrated engineering judgment, a comprehensive understanding of multi-disciplinary construction processes (architectural, civil, structural, mechanical, electrical, and landscaping), and adherence to APEGA regulations and relevant codes, legislation, and policies (e.g., OH&S, Prompt Payment and Construction Lien Act)
- Leadership and Team Management: Proven ability to lead and empower multidisciplinary teams of professional engineers, Project Managers, and consultants in project delivery, fostering a collaborative environment
- Project and Contract Management Mastery: Demonstrated program/project management skills, including an understanding of PMBOK best practices, coupled with expert contract management skills encompassing selection, claims resolution, performance evaluation, planning, and complex problem-solving
- Communication and Business Partner Relations: Effective verbal and written communication skills (including report writing and presenting), experience developing public engagement plans, and proven conflict resolution and negotiation abilities for solving complex, sensitive issues and building strategic, collaborative relationships

- Hours of work: 36.9 hours per week, Monday - Friday
- Salary: $112,669.97 - $140,836.50 (Annually)
