- Ensure compliance in all aspects related to the Contracts Security Program (CSP) and Controlled Goods Program (CGP)
- Prepare and maintain Project Security Plans outlining all Government Security Regulations specific to the programs. This may include liaising with intelligence partners such as CSIS, RCMP etc.;
- Prepare various reports on the status of Government approvals on Security of IT processing, physical security, document safeguarding, etc.;
- Stay apprised of the evolution of projects by attendance of various internal and external reviews;
- Participate in the preparation of bids, proposals packages following the internal process from Bid – no Bid decisions to contract implementation and management;
- Monitor risks, escalate issues, and propose action plans or solutions;
- Advise of Project Physical Security Requirements so that they are taken into account within MDA’s facilities in order to meet the appropriate security guidelines set out by the Industrial Security Directorate (ISD);
- Assist with Government inspections specific to projects as required;
- Inspections: Physical Security, Document Safeguarding, Classified Processing, COMSEC, and Controlled Goods.
- Administer documentation related to visit clearance requests and oversee the procedures for internal visitors;
- RFV’s- Each incoming and outgoing Visit must be tracked officially identifying each visitors need to Visit, including what they will access both physically and logistically. e. Site visit, or access to IT Systems.
- Co-ordinate the tracking, storage and delivery of outgoing and incoming classified documentation and information;
- Advise, develop, and implement Security Requirement Check Lists (SRCL) specific projects;
- Provide ongoing training and awareness to personnel employees regarding the Contract Security Program and the Controlled Goods Program
- Establish and maintain resource lists to ensure all personnel are cleared appropriately based on role;
- Perform regular audits to ensure all areas of Government security programs are being adhered to; and
- Liaise with contractor(s) working on security equipment and ensure the contractual conformity of their performances;
- Act as an Alternate Company Security officer (ACSO), when the Company Security Officer is not available; and
- Flexibility of hours as on-call after hours may be required.
- Other related duties as required.
- A minimum of 2 years of experience in ACSO and/or CSO role
- Full understanding of, and demonstrated experience with, the Canadian Contracts Security Program and Controlled Goods Program
- University and/or College degree in business administration, law-enforcement, IT security or related fields is an asset
- Ability to work in a team oriented environment and with minimum supervision
- Excellent interpersonal and communication skills, including the ability to deal with all levels of the organization and with external customers
- Liaise with a multiple departments towards a mutual goal
- Manage multiple high-priority tasks simultaneously
- Possess good judgement and the ability to handle complex security screening files
- Must be deadline oriented and flexible and be able to work under pressure
