- Implement supply chain and procurement strategies to maximize value and mitigate risks.
- Translate organizational strategy into annual business plans and budgets, managing resources accordingly.
- Recommend and implement policies, procedures, and processes to improve operational effectiveness.
- Manage fair and transparent competitive procurement processes (RFx), strategic sourcing, and non-competitive purchasing activities, including document preparation, electronic tendering, site meetings, response analysis, evaluation, negotiation, contract awarding, and report preparation to ensure compliance with policies, procedures, and best practices.
- Negotiate and execute purchase orders and supplier contracts, optimizing sourcing strategies and procurement methods to support business needs.
- Manage the corporate contract management program.
- Create and manage the corporate supplier performance management program.
- Develop and manage supply chain performance metrics and key performance indicators to identify areas for improvement.
- Collaborate with departments to improve material availability and demand forecasts to ensure timely deliveries and opportunities for savings and efficiencies.
- Review and evaluate current specifications or suggested changes from suppliers.
- Maintain positive working relationships and professional negotiations with suppliers.
- Ensure purchase order accuracy and maintain records and invoices.
- Provide training, guidance, and assistance to procurement staff and internal clients in procurement functions.
- Oversee planning activities to ensure material availability for emergency repairs, preventative maintenance, and capital work programs.
- Provide accurate and timely advice on procurement and material planning activities.
- Establish inventory requirement forecasts to schedule and expedite material for timely delivery.
- Redistribute surplus assets internally or liquidate through appropriate processes.
- Build and maintain effective relationships with suppliers and stakeholders.
- Provide coaching, development, performance management, technical guidance, and advice.
- Support department goals and objectives.
- Post-secondary education in Supply Chain Management, Business Administration, Operations, or a related field; NISCL-MPICS or related designation.
- Minimum 5 years of operational experience with procurement, inventory management, and/or supply chain.
- Minimum 3 years of experience in a supply chain or equivalent leadership role responsible for the performance of team members.
- In-depth knowledge of preparing, reviewing, and negotiating competitive procurements and contracts, and competitive bidding laws.
- Proficient in supply chain concepts like safety stock planning, MRP calculations, scheduling constraints, and bottlenecks.
- Strong knowledge of equipment and materials specifications related to the utility industry is considered an asset.
- Excellent knowledge and experience with multiple procurement strategies, best practices, and processes.
- Excellent communication and interpersonal skills for interacting with teams, suppliers, and stakeholders.
- Proficient with supply chain and procurement software/tools with intermediate proficiency in Microsoft Excel and Word.
- Strong ability to coordinate and collaborate cross-functionally within the company to achieve corporate and departmental objectives.
- Familiar with relevant legislation, codes, and regulations.
- Must hold a valid class G driver's license.
