- The purpose of this request is to acquire a Sr. Program Manager to manage multiple cloud related activities / projects to support the transition of foundational electronic health record (EHR) assets to the cloud.
- This role will work with product owners and the Agency’s subject matter experts (SME) to help plan and implement the transition of assets including the Ontario Laboratories Information System (OLIS), Provincial Provider Registry (PPR), Provincial Client Registry (PCR), Monitoring and Control Application (MCTA) and Consent Management Technology Asset (CMTA).
- Minimum 6-8 years’ experience project managing electronic health-related projects, including experience migrating software systems
- Minimum 5-6 years’ experience with cloud based platform implementation initiatives
- Minimum 5-6 years’ experience with and knowledge of project management concepts (e.g. project goals, risk, scope, participant roles, project and work package planning & scheduling, and quality management)
- Minimum 3-4 years’ experience with program / project reporting including development of escalation materials and executive updates
- The Sr. Program Manager role will work with product owners and the Agency’s subject matter experts (SME) to help plan and implement the cloud migration of EHR assets including the Ontario Laboratories Information System (OLIS), Provincial Provider Registry (PPR), Provincial Client Registry (PCR), Monitoring and Control Application (MCTA) and Consent Management Technology Asset (CMTA).
- Develop project plans for the migration of foundational EHR assets from on-premises to cloud
- Facilitate execution of all applicable contractual agreements and resource planning to support the migration of assets
- Gather and develop requirements in order to create and maintain a detailed project schedule and/or integrated plan
- Proactively identify potential risk events and issues before they occur so that proper mitigating strategies can be developed; identify potential conflicts between project and functional areas
- Work with subject matter experts, including cloud / hosting specialists, within the Agency to gather internal feedback and business requirements
- Articulate and prioritize issues and risks and recommend mitigation strategies for decision makers
- Develop project status reports, deployment reporting/tracking and maintaining and monitoring status reporting logs for stakeholders within the Agency
- Update and monitor project document repository to ensure all documents are reviewed and maintained in the repository
- Strong understanding of cloud platforms (AWS and Azure) and cloud architecture
- Experience with cloud technologies and migrating applications to the cloud
- Professional certifications: Project Management Professional (PMP)
- Professional certifications: Cloud computing
- Demonstrated project management software skills and experience e.g. MS Project, MS Teams etc.
- Experience with health system business implementation and deployment projects
- Experience in liaising with customers/stakeholders where customer service was a key focus to responding to queries, issues/risk management, etc.
- Relationship building, facilitation and influencing skills to successfully partner with internal and external stakeholders
- Ability to readily identify, assess and mitigate implementation and service or system adoption issues
- Experience with and/or knowledge of change management, workflow analysis and redesign, business process integration, and/or evaluation/quality improvement, preferably in the health sector

- Evaluate existing on-premises systems and applications for cloud readiness.
- Develop comprehensive cloud migration strategies and project plans tailored to the products needs.
- Oversee the migration process, ensuring that data is transferred securely and efficiently.
- Develop and implement migration runbooks and manage sequence of migration activities to minimize downtime.
- Act as the liaison between corporate cloud subject matter experts (SME) and the product teams to ensure a smooth transition.
- Review performance post migration to optimize performance and ensure compliance with security practices.
- Develop disaster recovery strategies, in alignment with the Agency protocol.
- Develop and monitor program status reports, deployment reporting/tracking and maintaining and monitoring status reporting logs for stakeholders within the Agency
- The resource will ensure full knowledge transfer is provided to the Agency team before the end of the engagement. Some of this might occur at the end of the engagement but will also be shared as information is obtained/consolidated. Key deliverables will be shared with team.
- The resource must provide all related documentation as part of knowledge transfer protocol. Documents will be reviewed by the appropriate leads and signed off by manager/director.
- The resource will work collaboratively with the Agency team throughout the assignment and ensure key deliverables, milestones, and documentation are shared.
- A walkthrough of any demos, development, etc. will be required before the end of the engagement.
