Duration: April 2026 – March 2027 (with possible extensions)
Overview
Service New Brunswick (SNB), in partnership with the Department of Transportation and Infrastructure (DTI), is seeking a Senior Business Systems Analyst (BSA) with strong expertise in ERP transformation, change management, and testing coordination.
The successful candidate will support the Oracle EBS to Oracle Fusion Cloud ERP (SaaS) transformation initiative, focusing on integration with complex legacy systems. This role requires a blend of technical analysis, business transformation, stakeholder engagement, and testing leadership.Requirements Key Responsibilities
Business Analysis & Documentation
  • Lead current state analysis, gap analysis, and future state design for ERP-integrated systems (S1, S7)
  • Capture, document, and communicate business requirements, functional specifications, and system workflows (S1, S7)
  • Translate business needs into technical functional specifications for development teams (S7)
ERP Transformation & Change Management
  • Support and execute change management strategies and plans aligned with ERP transformation (S2, S4)
  • Identify organizational change impacts and support mitigation strategies (S4)
  • Develop and contribute to training materials, user documentation, and communication plans (S4)
  • Act as a liaison between business users and ERP change teams
System Integration & Technical Analysis
  • Analyze and document complex system integrations between ERP (Oracle Fusion) and legacy applications (S3)
  • Interpret data models, database schemas, and system relationships to align with business requirements (S6)
  • Develop data models, ERDs, and solution architecture diagrams (S6)
Testing & Quality Assurance
  • Define and document test scenarios, system test cases, and UAT cases
  • Coordinate with QA teams to ensure test coverage and traceability to requirements
  • Support execution of system testing and user acceptance testing (UAT)
Stakeholder Engagement & Facilitation
  • Facilitate workshops, working sessions, and design discussions with business and technical stakeholders (S5)
  • Communicate effectively with technical and non-technical audiences (S10)
  • Build strong relationships across cross-functional and distributed teams (S8, S11)
Collaboration & Delivery
  • Work independently with high self-direction and accountability (S11)
  • Collaborate with project managers, developers, DBAs, and business stakeholders
  • Support delivery of ERP integration and transformation milestones
Mandatory Requirements (M1–M4)
  • M1: Minimum 10 years of IM/IT experience
  • M2: Minimum 8 years of experience as a Business Systems Analyst
  • M3: Minimum 3 years of experience supporting a transformative ERP implementation in a public sector environment, involving complex legacy system integrations
  • M4: Strong verbal and written communication skills in English

  • S1: 5–7 years of experience in business process documentation, current state, gap analysis, and requirements gathering
  • S2: 3–5 years of experience in ERP change management planning and execution
  • S3: 3–5 years of experience in complex system integration analysis and documentation
  • S4: 3–5 years of experience in change impact assessment, training, and user documentation
  • S5: 5–8 years of experience facilitating workshops and stakeholder sessions
  • S6: 3–5 years of experience with data modeling, ERDs, and architecture diagrams
  • S7: 3–5 years of experience developing technical/functional specifications and future state designs
  • S8: 1–3 years of experience working in distributed/remote teams
  • S9: 3–5 years of experience on large ERP implementations in the public sector
  • S10: 6–8 years of experience demonstrating strong communication skills across diverse audiences
  • S11: 3–4 years of experience working independently with strong stakeholder engagement skills
Technical & Functional Skills
  • Strong understanding of ERP systems (Oracle EBS / Oracle Fusion preferred)
  • Experience with SQL, database schemas, and data analysis
  • Proficiency in documentation tools (Visio, Excel, Word)
  • Knowledge of testing methodologies (UAT, system testing)
