- We are seeking a strategic and technically skilled Data Architect to develop and support a public health data ontology, including data models, business glossary, data governance, and interoperability standards.
- This work will form the foundation of a cloud-based public health data domain. It will include a data model necessary for public health surveillance and analysis across multiple public health domains and lay the groundwork for an immunization registry data product.
- Design and maintain enterprise-level data architectures for public health systems.
- Work with a vendor to develop logical and physical data models for health datasets, including patient, encounter, immunization, and surveillance data.
- Align data models with recognized standards such as SNOMED CT, and LOINC.
- Promote interoperability by implementing and profiling HL7® FHIR® resources.
- Collaborate with stakeholders including ministries, vendors, and public health experts to ensure data architecture meets business and clinical needs.
- Define and enforce data governance, privacy, and security standards.
- Support data integration across public health systems, EHR, EMR, etc.
- Provide technical expertise in cloud-based data platforms, including Azure and Databricks and modern data exchange frameworks. Knowledge of data lakehouse and medallion architecture is necessary.
- Bachelor’s or Master’s degree in Computer Science, Health Informatics, or related field.
- 3+ years of experience in data architecture, preferably in healthcare or public health.
- 3+ years working with HL7® FHIR® standards, including resource modeling and profiling.
- Strong understanding of public health reporting requirements and Canadian health data standards.
- Experience with enterprise architecture frameworks (e.g., TOGAF, Zachman).
- Familiarity with cloud platforms (Azure, AWS) and data modeling tools (e.g., Forge, IG Publisher).
- Understanding of the Personal Health Information Protection Act and health data privacy.
- Excellent communication and stakeholder engagement skills.
- Data Modeling & Architecture:
- Proficiency in designing conceptual, logical, and physical data models.
- Experience with healthcare-specific data models (e.g., HL7® FHIR).
- Familiarity with data normalization, dimensional modeling, and metadata management.
- Interoperability & Standards:
- Deep understanding of HL7® FHIR®, including resource profiling and implementation guides.
- Knowledge of Canadian health data standards: SNOMED CT, LOINC
- Experience with FHIR tooling (e.g., Forge, IG Publisher, Simplifier.net).
- Data Integration & ETL:
- Hands-on experience with ETL tools (e.g., Informatica).
- Ability to design and optimize data pipelines for structured and unstructured health data.
- Familiarity with API-based data exchange and FHIR servers (e.g., HAPI FHIR).
- Cloud & Infrastructure:
- Understanding of containerization (Docker, Kubernetes) and CI/CD pipelines.
- Security & Governance:
- Strong grasp of data privacy regulations (e.g., PHIPA, FIPPA).
- Familiarity with identity and access management (OAuth2, OpenID Connect, SAML).
- Experience implementing data governance frameworks and role-based access controls.
- Tools & Languages:
- Proficiency in SQL, Python, and R for data manipulation and analysis.
- Experience with data visualization tools (e.g., Power BI, Tableau).
- Use of enterprise architecture tools (e.g., Sparx EA, ArchiMate).
- Strategic Thinking: Ability to align data architecture decisions with public health goals, policy frameworks, and long-term system sustainability.
- Collaboration & Stakeholder Engagement: Skilled in working with diverse stakeholders including public health experts, vendors, and technical teams to co-design solutions.
- Communication: Strong verbal and written communication skills to explain complex technical concepts to non-technical audiences and produce clear documentation.
- Problem Solving: Proactive in identifying data-related challenges and proposing innovative, scalable solutions.
- Adaptability: Comfortable working in a fast-evolving digital public health landscape with changing standards, technologies, and priorities.
- Leadership: Capable of mentoring junior staff, leading cross-functional teams, and influencing architectural decisions across departments.
- Attention to Detail: Precision in data modeling, documentation, and compliance with standards and privacy regulations.
- Project Management: Ability to manage multiple priorities, meet deadlines, and contribute to strategic planning and execution.

- 8+ years experience Proficiency in designing conceptual, logical, and physical data models.
