The Assistant Treasurer will help strengthen financial planning, support sound decision-making, and contribute to the long-term sustainability of the municipality through rigorous oversight of capital investments, strong financial analysis, and effective operational support within the Finance Department.YOUR MANDATEYou will play a central role in strengthening the City’s financial oversight of capital investments, long-term planning, and key related financial functions. Working closely with the Director of Corporate Services – Finance/Treasurer, you will help ensure sound financial management, reliable reporting, and effective supervision of activities within your area of responsibility.
  • Your mandate will include, among other things:
  • Overseeing the financial administration and monitoring of municipal capital projects
  • Supporting the City’s multi-year capital planning, financing strategies, and debt-related tracking
  • Contributing to asset management, capital forecasting, and financial reporting for senior leadership and Council
  • Participating in annual budget preparation, quarterly forecasting, and variance analysis related to capital and infrastructure spending
  • Supporting audit preparation, financial compliance, and regulatory reporting requirements
  • Providing day-to-day supervision of assigned Finance staff, including workflow coordination, coaching, and development support
  • Contributing to process improvements, internal controls, and overall departmental effectiveness
  • Acting on behalf of the Director of Corporate Services – Finance/Treasurer, as required, within delegated authority
RequirementsTHE PROFILE WE ARE SEEKING AND THE IMPACT EXPECTEDWe are looking for a finance professional who combines technical strength, sound judgment, leadership ability, and a strong understanding of structured financial management in a public or comparable environment.Through their expertise, the successful candidate will help strengthen capital financial management, reporting quality, budgeting support, compliance, and the organization’s capacity to support informed decision-making and responsible stewardship of municipal resources.The ideal candidate holds a university degree in Accounting, Finance, Business Administration, or a related field. A CPA designation, or progress toward one, is considered an asset.They bring a minimum of five years of progressively responsible and transferable experience in finance or accounting, including demonstrated experience of supervising staff, coordinating workflows, and overseeing financial functions. They have a strong knowledge of full-cycle accounting, financial processes, and internal controls, and are comfortable working with financial systems and reporting tools.The successful candidate demonstrates solid knowledge of Public Sector Accounting Standards (PSAS) and ideally has experience related to capital budgeting, debt financing, and asset management. Proficiency with Microsoft Excel and Sage (ACCPAC) or comparable enterprise financial systems is required.Professionally, they stand out for their analytical ability, financial modelling skills, integrity, rigour, and attention to detail. They can interpret legislation and financial requirements, work independently, exercise sound judgment, provide clear direction, and collaborate effectively with senior leadership and operational departments.
